WHEREAS, it has been called to the attention of the
City Council of the City of Bakersfield, that in 1911 .the people
of the State of California amended the State Constitution for the
purpose of dividing the sessions of the legislature of the State
of California into two perlords,with an intervening recess of
thirty days;
AND ~EREAS, the object of that law was that all the
bills intended to be adopted by the legislature should be intro-
duced during the first period so 'a's: to permi~ those interested to
familiarize themselves ~vith the bills proposed to be passed before
their adoption;
AND V'~HEREAS, it appears that the object and behefit
of the law has been lost because of the fact that practically all
of the bills have not been introduced'during the first period in
sufficient time for their being printed and sent out among .the
people interested, in time for the people to familiarize themselves
with their contents.
NOW THEREFORE BE IT RESOLVKD by the Council of the
City of Bakersfield that the legislature take such steps or acts
that are necessary to make it possible to have all of the bills
introduced before the legislature of the State of California, so
far as is possible, during the first period of the session of the
legislature, so as to permit their being printed and sent out,. so
that the public may become acqu'ainted With their contents.
