A RESOLUTION DETERMINING THAT
DECORATIVE STREET LIGHTS FOR 34th
STREET STREETSCAPE CANNOT BE
REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFOR,
AND PURCHASE SAID EQUIPMENT FROM
CONSOLIDATED ELECTRICAL
DISTRIBUTORS, INCORPORATED, IN AN
AMOUNT NOT TO EXCEED $55,000.00.
WHEREAS, the City desires to provide decorative street lights for the 34th Street
Streetscape project; and
WHEREAS, the City has promised Memorial Hospital to provide decorative street
lights for completion of the 34th Street Streetscape by the deadline of December 15,
2008; and
WHEREAS, A selection committee from Memorial Hospital provided final color
selection information to the City on August 29, 2008; and
WHEREAS, the manufacturer of the selected decorative street lights require 12-
14weeks to produce said decorative street lights; and
WHEREAS, Selected manufacturer will not allow City to purchase direct from
manufacturer; and
WHEREAS, Due to time constraints, City staff solicited informal bids from four
vendors to get the best price possible while still meeting specified time constraints; and
WHEREAS, City staff was able to identify a responsible and willing supplier who
will meet the delivery deadline of December 1, 2008.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and incorporated herein by
reference.

2. The above-referenced decorative street lights can be reasonably obtained
from Consolidated Electrical Distributors, Incorporated due to the delivery constraints for
completion of the 34th Street Streetscape project.
3. The Finance Director is authorized to dispense with bidding, in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for such equipment shall not exceed fifty-five
thousand dollars ($55,000.00).

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by
the Council of the City of Bakersfield at a regular meeting thereof held on SEP 1 7 1008,
