A RESOLUTION DETERMINING THAT A
DIGITAL FILE MANAGEMENT SYSTEM THAT
STORES AND MANAGES BOTH DIGITAL
PHOTO AND AUDIO FILES CANNOT BE
REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFORE AND
PURCHASE ONE DIGITAL .INFORMATION
MANAGEMENT SYSTEM (DIMS) FROM
LINEAR SYSTEMS, NOT TO EXCEED
$75,000.00.
WHEREAS, the Bakersfield Police Department has converted all crime scene
photography from 35mm and Polaroid to digital formats; and
WHEREAS, the Bakersfield Police Department is in the process of converting all
audio transcription processes from manual cassette tapes to digital audio formats; and
WHEREAS, the local, State, and Federal Courts require the Bakersfield Police
Department to maintain the integrity, security, and ability to authenticate digital media; and
WHEREAS, the City does not possess the storage capacity, nor the software to
properly manage the volume and complexity of digital photo and audio case files; and
WHEREAS, the Police Department has researched various methods of managing
and found there is only one vendor, Linear Systems, that offers a digital information
management system that can integrate both digital audio and photo files; and
WHEREAS, the Bakersfield Police Department has received grant funding from
S.L.E.S.F., and the City Council has approved the spending plan to purchase a digital
information management system;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies,
equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials

shall not exceed Seventy-Five Thousand Dollars ($75,000.00).

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council
of the City of Bakersfield at a regular meeting thereof held on SEP 1 7 2008 , by the
