HomeMy WebLinkAboutRES NO 3-18ESOLUTION NO 3-1s WHEREAS, since the entry of the United States into the world war there have been numerous requests made of this Council, for the en- actment of Ordinances creating radical changes in the conduct of the business of the merchants of this. City; AND WHEREAS, there have been an equal number of objections made to this Council, to the enactment of any Ordinance Which in this time · of peril and unrest will in any manner operate to hamper or radically change the conduct of the business of the merchants of this City, thus causing great embarassment, financial and otherwise, in the readjustment of such business to meet such changes; AND WHEREAS~ such financial loss and embarassment would be of ' such magnitude as to seriously handicap this community in their efforts to further the war by the purchase of Liberty Bonds and securing. dona- tions to the Red Cross and kindred. organizations working for the com- fort and welfare of the boys at the front; AND WHEREAS, the cost of street paving has increased enormously since our entry into the war, and the expense of which would at this time be almost prohibitive and entirely out of proportion to the prop- erty values; and whereas, the Government of the United States has re- quested that all public improvement except such as is urgently needed, be deferred during the pendency of the war, to the effect of saving both in labor and material; AND WHEREAS, the conflicting demands for and against the var- ious matters and things mentioned in this Resolution only operate to cause dissension and discord in the City of Bakersfield; AND-WHEREAS, it is also the sense of this Council that all such matters of public moment, involving as they do serious changes in the business affairs of the merchantS, and serious loss to the financial interesta and in the economic conditions of the City~ should' be left to the determination of the whole· people; AND WHEREAS, there is 'a bill known as the ~Rominger Bill~, ·which will be submitted to the people of the State of California, for. their vote thereon, at the State election to be held in November, 1918; AND .WEEAS, said ~Rominger Bill~ provides for the regulation and control of the sale of intoxicating liquors;' NOW, TEEFOE. BE IT RESOLVED. BY 'THE COUNCIL OF THE CITY OF BEERSFIELD, that no further action be take~ by this Council toward regulating o~ attempti.ng to regulate the sale or disposition of intox- icating liquors.within the City of Bakersfield, until said ~Rominger Bill~· has been submitted to the people of the State of C~iifornia~ at said election as aforesaid, and that all 'further actions relating to the sale· or disposition of intoxicating liquors to guided by the result of said.· election, and that this Coun+cil discourage during the continuo' ance of the war. all attempts to 'secure. the enactment by this Council, of any Ordinance having for its purpose the changing of business condi- tions; and' also discoutrage, during such periodS' all .attempts to bring about public improvements, such as street paving. or other improvements · which are not absolutely necessary.
