84-60
RESOLUTION DEClARING THE INTENTION OF THE
COUNCIL OF TliE CI'l'Y OF BAKERSFIELD TO SUB-
MIT CER'rAIN AMENDMENTS TO THE CHARTER OF THE
CITY O'FBAKERSFIELD, NAMELY: TO AMEND SEC-
TIONS 34 AND (208) l; FIXING THE TIME OF THE
ELECTION AT WHICH SAID PROPOSED AMENDMENTS
SHALL BE SUBMITTED TO THE ELECTORS AND DIRECT-
ING THE CITY CLERK TO PUBLISH NOTICE OF SAID
ELECTION.
WHEREAS, the Couneil of the City of Bakersfield proposes to
submit certain amendments to the Charter of the City of Bakersfield
to the electors of said City, in the manner required by Section 8
of Artic1e n of the Constitution of the state of California, at a
speoial municipal election to be held in the City of Bakersfield and
to be consolidated with the state General Election to be held on the
8th day of November, 1960, and
WHEREAS, the amendments so proposed to be submitted are as
follows:

OFFICERS APPOINTED BY THE COUNCIL.
Section 34. The Council shall. appoint the following
officers:
1. City Manager, who mayor may not be a resident of the
City at the time of his appointment, and whose term of office shall
be at the pleasure of the Council.
2. Treasurer.
3. Assessor.
4. City Attorney, who shall serve by contract for a period
of four years from and after his appointment.
5. Clerk.
6. Auditor.
7. Auditorium Manager, whose term of office shall be
established by ordinance.

CREATION AND ESTABLISHMENT OF CIVIL SERVICE.
Section (208) 1. There is hereby created and established
Civil Service for all officers and employees in the Miscellaneous
Departments of the City of Bakersfield excepting elective officers,
the City Manager, the City Attorney, the Auditorium Manager and
members of all boards and commissions. The term Miscellaneous
Departments as used herein shall include all departments of the City
not otherwise provided for in this charter.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield, on ita own motion, that the aforesaid proposed
amendments to the Charter of the City of Bakersfield be submitted
to.the electors of said.City as required by law, at a special municipal
election to be held in said City on the 8th day of November, 1960,
which election shall be consolidated with the State General Election
to be held on said date.
BE IT FURTHER RESOLVED, that the City Clerk of the City of
Bakersfield be and she is hereby directed to give notice of eleetion
by publishing said Notice of Election in The Bakersfield Californian,
a newspaper of general circulation printed and published in the City
ot Bakersfield, County of Kern, state .of California, not more than
sixisy days and not lese than forty days before the date of said
election, in all the editions thereof issued on the date of publication.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council ot the Oity ot Bakersfield at a regular
meeting thereof held on the 8th day of August, 1960, by the follow-
ing vote:
