RESOLUTION DECLARING THE INTENTION OF THE
COUNCIL OF THE CITY OF BAKERSFIELD TO SUB~
NIT CERTAIN AMENDMENTS TO THE' CHARTER OF THE
CITY OF BAKERSFIELD, NAMELY: TO AMEND SEC-
TIONS 34 AND (20e) 1; FIXING TIjE TIME OF THE
ELECTION AT WHICH SAID PROPOSED AMENDMENTS
SHALL BE SUBMITTED TO THE ELECTORS AND DIRECT-
ING THE CITY CLERK TO PUBLISH NOTICE OF SAID
ELECTION.
WHEREAS, the Council of the City of Bakersfield proposes to

submit certain amendments to the Charter of the City of Bakersfield
to the electors of said city, in the manner required by Section 8
of Article XI, of the Constitution of the State of California, ,at a
special municipal election to be held in the City of Bakersfield and
to be consolidated with the state General Elec-;ion to be held on the
8th day of November, 1960, and
WHEREAS, the amendments so, proposed to be submitted are as
follows:

OFFICERS APPOINTED BY THE COUNCIL.
Section 34. The Council shall appoint the following
officers:
1. City Manager, who mayor may not be a resident of the
City at the time of his appointment, and whose term of office shali
be at the pleasure of the Council.
2. Treasurer.
3. Assessor.
4. City Attorney, who shall serve by contract for a period
'of four years from and after his appointment..

7. Auditorium Manager" whose term of office shall be
established by ordinance.

CREATION AND ESTABLISHMENT OF CIVIL SERVICE.
Section (208) 1. ThertLis hereby created and' established
Civil Service for all officers and employees of the Oity of Bakers-
field, excepting elective officers, the OityManager, the'City
Attorney, the AUditorium. Manager, members of the police and Fire
Departments, and members of all boards and cownissions, which shall
be known and designated as "Civil Service for Officers apd Employees
in the Miscellaneous Departments."
NOW, THEREFORE, BE IT RESOLVED by the Council of the City,
of Bakersfield, on its own: motion, that the aforesaid proposed
amendments to the Charter of the City ,of Bakersfield be submitted
to the electcrs of said City as required by law, a't a special municipal
electicnto beheld in said City on the 8th day of November, 1960,
which election shall be consolidated with the state General Election
to be held cn said date.
BE IT FURTHER RESOLVED, that the City Clerk of the City of
Bakersfield be and she is hereby directed to give notice of election
by publishing said Notice of Election in The Bakersfield Califcrnian,
a newspaper of general circulation printed and published in the City
of Bakersfield, Ccunty of Kern, State of California, nct more than
sixty days and not less than forty days before the d~te of said
election, in all the editions thereof issued on the date, of publicaticn"

I HEREBY CERTIFY that the f'oregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 1st day of August, 1960, by the
