RESOLUTION OF THE. CITY COUNCIL OF THE CITY
OF .BAKERSFIELD SETTING FORTH THE NEED OF A
~CENTRAL WATER .AGENCY AND REQUESTING _~E
BOARD OF SUPERVISORS TO ESTABLISH SUCH AN
AGENCY.
'WHEREAS,I in the City of Bakersfield and the'C6unty of Kern
.~here has developed,. over the years, a serious water .problem which
has been ~aused by increased use of water as 'the population. and
productivity .increased,' resulting in a Continuous drop in the level
Of the water tables within the City of B~kersfield and throughout
~the County Of Kern~ and
WHEREAS, a water shortage in the ~ommunity wili~inevitably
result 'in less productivity, less income,_unemployment and ~light,
· and'" .
.. .. ~EEREAS, there iS'a need for a.'Centralized agency in the
County of Kern, with the.ability to negotiate and c0ntraCt
represent.all segments and groups within.'saidCounty,including
cities,'business'eS~.·farmers, water distri'cts~ SchoOls, and other'
..interests, and . .- .I ~.'. -.
" WHEREAS, there is an urgency to establish such an_agency'to-
.negOtiate with the State and Federal"agencies. for Water;
NOW, THEREFORE, .BE IT RESOLVED that the City COunCil 'of the.
Ci~y of Bakersfield earnestly-requests the Board 0f"Supe~visors.
"of' the County of*.Kern to proceed at .the earliest p6ssible date 'to
take the necessary step~ t0.organize, Create..and eStabliSh a central
agency for the purpose of negotiating 'with proper State and Federal
agencies.for'the.procurement of sufficient~ater to satisfy future
