BEFORE THE BOARD OF SUPERVISORS OF THE
COUNTY OF KERN AND THE CITY COUNCIL
OF THE CITY OF BAKERSFIELD
In the Matter of the Establishment)
of an Area Planning Commission. )
JOINT RESOLIJTION ESTABLISHING
BAKERSFIELD-KERN COUNTY AREA
PLANNING COAlMISSION
WHEREAS~ The Board of Supervisors of the County of Kern and the
City Council of the City of Bakersfield recognize the desirability of
coordinating physical planning for the metropolitan Bakersfield area;
and
Ww~REAS, Sections 65090-65094of the Government Code of the State
of California provide authority for the establishment of area planning
commissionss in accordance with a plan for organization and financing
mutually agreed upon by the cooperating County and City.
.NOW, THEREFORE, BE IT JOINTLY RESOLVED~ by the Board of Supervisors
of the County of Kern and the City Council of the City of Bakersfield
as follows:
1. That.a "Bakersfield-Kern County Area Planning Commission"
be, and the same is hereby established in accordance with .Sections 65090-
65094 of the Government Code of the State of California. The general
planning area in which said Commission shall make studies and recommendations
shall include the City of Bakersfield, the urban area contiguous thereto,
referred to as the Bakersfield Urban Area andmore particularly described
in Ordinance No. G 266 and amendments thereto.
2. That said Commission shall be composed of five
members, three of whom shall be appointed by the Chairman of the
Board of Supervisors from the Kern County Planning Commission,
and two of whom shall be appointed by the Mayor of the City of
Bakersfiel.d from the Bakersfield City Planning Commission. All
said appointments shall be approved or confirmed by resolution of
the respective legislative bodies. The term of office of each
member shall correspond with his term on the City or County
Commission.
3. A member of the area planning commission may be
removed by a majority vote of the legislative body of the City or
County from which he was appointed, and any vacancy shall be filled
by appointment in the same manner as the original appointment.
4. That the function of said commission shall be solely
advisory and the findings thereof shall be reported and presented
to the Planning Commissions of the County of Kern and the City of
Bakersfield. All authority to implement the recommendations of
the area commission shall ultimately remain with the cooperating
local legislative bodies.
5. That the operation of the Bakersfield'Kern County
Area Planning Commission, including the employment of personnel,
consultants and specialists shall be in accordance with an agreement
for organization and financing mutually agreed upon by the cooper-
ating jurisdictions. Provided, however~ that the cost of the
operation of said Bakersfield Kern County Area Planning Commission
less subventions or other financial assistance from the State or
Federal governments or from any other source shall be borne as
follows:

Supervisor Holt , seconded by Supervisor Hanning
was duly passed and adopted by said Board of Supervisors at an
