Highway 99 atsaid~!;ersec'tlon, thereby blocking the east-west
traffic at said Int~section, and
On said date said. J. Holfelder did affix his signature to said
plans as requested bi"- the state, and
!hi. Oouno.11lia,' at all times considered Truxtun Avenue a main
arterial of traftielS.tween the east and the west sections of
'Bakersfield, and, exp~essed itsconvic~ion that an overpass should
be built at !l''t1.xtlln and Highway 99, and at no time_ did it subscribe
to any plan by the S'tate whereby the said arterial-would be blocked
by a divider strip1n:terided,to be placed by the Sta.te on Highwa.y 99,

The reason or p~ose'of requesting the signature of said
Director of Publ,ie Works of the City of Bakersfield Is not set forth
on said plans, and in Qrder that no misunderstanding be created
by the affixing of said signature, it is the desire of this Council
to _reiterate its p:o~1"ion rei.ative to this matter.
THEREFORE,:B! 1,:TRESOLVED that the signature of the Director
of Public'Worksof the City of Bakersfield, if intended as an
approval of ,saldplans as submitted by the State, was without the
~owle~e,~or1sent.i4:.__a.ra..--tion of this Council and contrary'
to its plan and former ,request to -the State :that an overpass be
built at sa-1d 1nterseQtionof Truxtun Avenue and Highway 99, to
