HomeMy WebLinkAboutRES NO 38-66RESOLUTION NO. 38-66 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD SETTING FORTH MINIMUM DATA WHICH MUST BE FURNISHED THE CHIEF BUILDING IN- SPECTOR IN PRELIMINARY SOIL REPORTS PREPARED PURSUANT TO CHAPTER 13.80 OF THE MUNICIPAL CODE. WHEREAS, Section 13.80.035 of the Municipa~ Code of the City of Bakersfield provides that the City Council shall set forth by resolution the minimum data which must be furnished the Chief Building Inspector in preliminary soil reports prepared pursuant to that chapter, and WHEREAS, the Planning Commission of the City of Bakers- field, the Building Department of the City of'Bakersfield, the Planning Department of the City of Bakersfield, and the Public Works Department of the City of Bakersfield have carefully reviewed and studied proposals for said minimum data and have submitted said recommendations-to this City Council, and WHEREAS, the City Council of the City of Bakersfield has reviewed said proposals and recommendations as presented to it by the Planning Commission of the City of Bakersfield as described in the immediately preceding paragraph, and WHEREAS, the City Council of the City of Bakersfield finds that said minimum data as proposed by the Planning Commission of the City of Bakersfield is reasonable and sufficient to fulfill the purposes of Chapter 13.80 of the Municipal Code of the City of Bakersfield. 'NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bakersfield that the minimum data which must be fur- nished the Chief Building Inspector in preliminary soil reports prepared pursuant to Chapter 13.80 of the Municipal Code shall be as follows: 1. Topographic map. A topographic map showing the existing contours of the proposed subdivision, and as nearly as is reasonable to determine, original natural contours of same. 2. Grading plan. A plan showing proposed approximate grade elevations and drainage system of the proposed subdivision. 3. Existin~ fills. A thorough investigation to determine extent and description of all man-made fills. 4. Topographical Summary. A summary of the general topography, fills, grades, slopes, and all evidence of cultural improve- ments and/or activities shall be shown on the proposed grading plan, with special attention to apparent or indicated problems relative to dumps, ditches, gullies, natural water courses, trees, wells, water holes, and existing structures. 5. Ground Water. The present, the highest known, and the average ground water level, or other ground water condi- tions if ground water may have a significant effect on the soils under consideration. 6. Site and Soils Data for Earthwork Proposal. Classification of sufficient soil samples to provide representative soil profile data for all types of materials, or if preferred, the weakest type found in cut and fill areas and of the material to be used as fill. Soils shall be classified in accordance with the Unified Soil Classification System (Technical Memorandum No. 3-57, Volume I, Waterways Experiment Station, Corps of Engineers, March 1953, or as amplified and supplemented by FHA Publication No. 373 Revised 11/61, "Engineering Soil Classification for Residential Developments"), or other recognized systems approved by the Chief Building I~SpeCtor.' 7. Soil Tests. Results of necessary field and laboratory tests of the native soil, material proposed for fill, and undisturbed samples of soils at proposed cut grades indicating their expansive and compressire qualities, bearing value, and consolidation potential. 8.. Problem 'Soils. In those areas where problem conditions may be encountered, sufficient information to define the problems and evaluate their proposed solutions. 9. Fill Material. Information on the proposed fill material, including its source, the optimum moisture content at which each type of proposed fill material compacts to maximum dry density based on procedures of AS~Density Test No. D 1557-58T but modified to consist of three layers, and a statement as to its suitability. 10. Slopes. Data sufficient to permit.slopestability analysis if slopes greater than 2 horizontal to 1 vertical are proposed where elevation differences are greater than two feet. o0o I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a continued ~~ meeting thereof,held on the ~th day of July, 1966, by the following vote: AYES: COUNCILMEN BALFANZ, DOOL]N, F~OSKING, PARK, RUCKER, STIF.
