"in kind" contribution would escalate ~o 50% of ~o~al costs in ~he
second year of participation and ultimately "in kind" contribution
~ould enco~ass 100% of such cos~s~ and

f~c~ions and controls higher t~m the level of~nicipal affairs
and beyond ~he scope of no~l'micipal semicos =~ ye~ ~ould
eventually involve considerable expense ~o local ~axpayerso

~y find i~self in Co~e~i~ion ~ith cer~ain~icipal se~icee
presently provided by ~axpayers of the City of Bakersfield~ and
W~~ ~he ~arge~ area unde~ consideration in ~he
recreation prog=~p~esented encompasses certain ~incorpora~ed~
as well as~ ~nicipal areas~ and
W~B, msjo~ tax expenditures such as bonds a~d o~her
sizable levies ~vo~ing proper~y ~axes should be fo~lly submitted
~o the voters and ~a~ayere for approval,
NOW~ TFJ~P~FO~o ~E IT PaSOLVED~ ~hat the City Council of
the City of Bakerafield hereby places itself on record that ~he
decision of the participa~ion of She City of Bakersfield financially
or with '~in kindue se~ice~ in any local antiopoverty programs be
su~i~ted ~o ~he electorate of the City of ~akersfield for vote in
the election of Mov~er 8~ 1968~
