RESOLUTION OF THE CXTf COUNCIL OF THE

W~tEAS~ approximately one out of seven people in our
nation has a permanent physical disabtlity~ and
WHERF~$~ this se~ent of our population represents
economic resources of inestimable value and is of great economic
significance to the entire nation~ and
WHEREAS~ the most common design and construction of
buildings and facilities cause problems for the physically handi~
capped that lessen ~he social and economic gains now extended in
the rehabilitation of these individuais~ and
W}~REAS~ these architectural barriers make it very
difficult to project the physically handicapped into noel
situations of education~ recreation and employment~ and
WF~P$~AS~ in May~ 1959~ President ~ight Sisenho~er called
a general conference of those groups vitally interested in ~his
problem~ and
WHERF~S~ this conference recommended the initiation of
a project~ and this recommendation was subsequently approved by the
Construction Standards Board~ and
WHEREAS~ pursuant to the initiation of this project by
President Eisenhower and the ?residentis Co.~nittee on Employment
of the Physically Fandicapped~ a local branch of said project
committee ~s met from time to time and participated in the deve!opo
merit Qf design_standards for making public buildings and facilities
accessible to and usable by the physically handicapped°
NOW~ THE~gFORE~ BE iT P~ESDLVED by the City Council of
the City of Bakersfield that the City Council of the Gity of
Bakersfield hereby adopts as designated elsewhere in this resolution~
design standards for public buildings and facilities to be con~
s~ructed in the City of Bakersfield by said City in the future~ and
BE iT FUP~TEER ~ESOLVED by the City Council of the City
of Bakersfield that the said design standards shall be incorporated
in public buildings constructed by the City of Bakersfield in the
future where they are economically feasible and applicable to the
particular building project ~ and
BE IT F0]I%I{E~ RESOLVED by the City Council of the City
of Bakersfield that each future public building or facility con.~
structed by the City of Bakersfield will be studied to determine
~ghich of the said design standarcts shall be provided for both the
general public and city employees, keeping in mind the proposed
occupancy' and possible use by the physically handicapped~ and
BE iT FIrRTHER ~ESOLVED by the City Council of the City
of Bakersfield that the design standards shall be as follows:
Exterior
1o Provide not less than one level or ramp access to each building
or facility~
20 Provide signs at other entrances to indicate where level access
is to be found~
~ Provide certain walks having a width of not less than 48" and
with no interrupting steps or curbs~ One such walk should lead
to the parking lot or area {if any)°
4~ Provide certain parking spaces designated and reserved for use
by disabled persons°
5o Provide guard rails~ signs= and lighting where reasonable
6esi~,n cannot eliminate potential hazards°
~nterior
Provide level o~ rm~ped access to focal points within buildings.
Ramps ~lmll be provided with a handra~lo
2o ~ro~ide doo~ operable ~hout excessive effort. l~lke doo~ay~
and aisles of sufficient ~idth ~o pass ~heelchair t~affic~
Provide one o~ more restrooms for each sex with an emt~ do~r
and one compar~ent large enough for ~gheetchair traffic,
Provide drinking foamrains for ~.~hee!c~ir traffic~
Provide public telephones accessible for ~yheelc~ir traffic,
Provide a counter or table for wheelc~iz~ height use~
7, Provide direCtio~l signs to locations of special use featu=es~
Provide identification of specific areas for use by the blind
by use of raised lettering~ knurled ~r~qare~ etc~ a~ approaches
to hazardous a~eas ~
9~ Provide ~a~ing devices simultaneously visual and audible~

passed and adopted by the Council of the City of Bakersfield at a
regular meeting,~hereof held on She 29th day of November~ 1965~
