' . =' " ' ' -' 'WHEREAS, the citizens 'of=th~ State. of CalifoFnia have demonstrated in past elections-their preferences for a' State Legis- lature composed of two bodies, the Senate elected on the basis of areas or governmental units and the Assembly eiected"on the basis of population; and WHERE~S~ the Court's decisi'gh.'will enable heavily populated areaS.to. dominate State.LegiSlature~ and will lead to ~ virtual loss of representation in all other-areas of'.the state;-and --.. WHEREAS, the California State-LegiSlature has Urged the Congress to support an amendment to the.
