CO~ gA~R AGENCY TO ~L A PUBLIC MET~NG,
W~4EREAS~ the State Water Project kno~ as the
River Project was advanced to the people of the State of California
on the basis that the users of water womld pay for the water~ and
~,~E~S~ ~e ~ C~ty Water Agency appears to have
departed from this p~e~se l~ that they propose ~e le~ taxes
order to $~bsidize certain agriculture! tnterests~ and
~E~S~ the le~ing of taxes ~r Section 14.2 of ~e
Water Agency A~ is entirely pe~ssive and is not req~red by
effect ~e $~bsidtzation progra proposed~ aria
~E~S~ ~he C~ty Ce~eil belie~e~ that ~he voters in
~e metropolitan area of Ba~sfield voted against ratification of
~he $~te contract because of ~e aforementioned fnequi~ble and
onerous p~eposed policies of the Agency and not because of the
~E~SD ~mdiviaual ~mbers of the Agency have in~eatea
~at this proposed policy of subsidizatiom ef agrieu!t%~zal interests
by the metropolitan ~rbaB ares is a flexible policy~ subject to
~E~$~ the C~y Ce~eil is o~ record ~th the Agency
req~sting a review of the Agency~s a~o~cea polic!es~ and
~E~$~ t~ has come t~ the attention of the City
C~ll that the Agency is contemplating entering into contracts
~th water storage distri~ts prior ~o such rev!ew~ and
the existing poli~y of s~bsldization of ~ter users at the expense
@f the metropolitan urban ~re~ will ~emd ~o foreclose
~omsid~ra~iom ~f ~ ~vl~w of ~ho~e poXicies~ and
