~{EREAS~ on the 31st day of August~ 1962, this Council
did pass and adopt Resolution Noo .~5_S=62_calling a special
pal election to be held in the City of Bakersfield~ on the 6th day
of November~ 1962~ for the purpose of submittinE to the qualified
electors of said Clty~ certain proposed amendments to'the Charter
of the City of Bakersfield~ and
.~ ~HEREAS, it is the desire of this Council that said special
municipal election be consolidated with the State General election to
be held on the 6th Day of November, !962~
NOW~ .THEREFORE BE XT [SOLV~ by the Co~cil of the City
of Bakersfleld as follows:
1~ ~at the Board of Supe~isors of the Co~ty of
is hereby requested to ~ke an order, purs~nt to Section 23302 of
the Elections Code of ~he State of Califomia, consolidating the
special m~icipal election called by the Co~ci! of the City of
Bakersfield for Nov~ber 6~ 1962, with the State General Election
to be held on the same date~
2o That the form of the City of Bakersfield propositions
to be voted upon at said election, as the same are to appear on the
ballot~ be as follo%;s:
PROPOSITION NO, 1
RIGHTS AND L!ABILITIES~ amends Section 12 of
the City Charter to provide that the City shall
have power to make and enforce ~ll laws and
regulations in respect to municipal affairs.

PROPOSITION NO. 2
PUBLIC UTXLITY REVENU~ BONDS~ repeals existing
Section 109 of the City Charter and adds a new YES
section of the same number, 109, to the City
Charter~ providing for the power of the City
to issue and sell public utility revenue bonds° NO'
3o That for the purpose of said special municipal eleco
tion~ the precincts, polling places and officers of election within
the City of Bakersfield shall be the same as those provided for
said State General Election within said City°
4o That the Board of Supervisors of the County of Kern
is hereby authorized to canvass the returns of said special muni~
cipai electiom~ and shall certify the result of the canvass of
said returns to the City Council of the City of Bakersfield, who
shall thereupon declare the results thereof°
5o That the clerk of the Council' of the City of
Bakersfield is hereby directed to transmit and file certified
copies of this resolution with said Board of Supervisors and the
clerk of Kern County~ as required by Section 23302 of the Elections
Code-of the State of California°
