SENATE' REAPPORTIONMENT INITIATIVE CONSTITUTIONAL AMENDMENT KNOWN AS PROPOSITION NO. 23. WHEREAS, the Co'uncil of the city Of ,Bakers field finds the present method of apportionment of State 'Senate districts is fair, just, and equitable for all the Citizens of the State of California, and particularly for the citizens of the County of Kern, and WHEREAS, said Council finds that there is no justifi- cation for a change in the present method of apportionment of State Senate districts, particularly in view of the fact.. that. under our present system of legislative apportionment in.California, this State has achieved a measure of greatness unmatched by any of our sister states, and WHEREAS, the Senate Reapportionment Initiative Consti- tutional Amendment that will appear as Proposition-No. 23 on 'the November 6, 1962, ballot' would, in its ultimate effect, completely destroy our present method of equitable legislative apportionment, 'which is based on our sound. Federal system with its protective m~chanism of checks and balances, and ~rHEREAS, said Proposition No. 23 would create a system of apportionment under which the districting of-the State Senate would be based on population,. which is the. same basis for districting of the State Assembly, thus resulting in membership in both houses of the Legislature being based on population, and WHEREAS, the approval'by the voters of:said PropoSition N0.23 would thereby deprive the.citizens of Kern 'County and all o~her lesser populated counties of adequate representation in the Legislature,.and.would subvert said.citizensto the will of the voters in a few countiesof heavy population; 1. NOW, THEREFORE, BE IT RESOLVED that. .the - Council of the City of Bakersfield does hereby officially go on record as un- conditionally opposing said'Proposition No. 23, the IState Senate Reapportionment Initiative Constitutional Amendment that will be submitt'ed to the voters of this State on November 6, 1962. o0o, I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the' City of Bakers field at a regular meeting thereof held on the 16th~ day of July, 1962 by the following vote: AYES: NOES: Council of the City of Bakersfield.
