A RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD OPPOSING THE
CREATION 'OF A FEDERAL DEPARTMENT OF
URBAN AFFAIRS AND HOUSING.
WHEREAS, identical bills to establish a Department of Urban
Affairs and'Housing have been reported by both' the-Senate and House
Government Operations Committees; and
WHEREAS, President John F. Kennedy h'as urged the Congress of
the United States to authorize the creation of a Department of Urban
Affairs and Housing with Cabinet rank; and
WHEREAS, this Council is deeply concerned by the trend toward
dependency on the federal government for the solution of local
problems and the resultant loss of effective control by local govern-
ments; and
WHEREAS, the Council is of the opinion that the. secretary of
the proposed Department of Urban Affairs and. Housing would not be
able to coordinate Federal activities located in other Federal
Departments; and
WHEREAS, the Council views the proposed Department of Urban
Affairs' and Housing as an attempt to down-grade City governments and1
to encourage federal intervention in municipal affairs; and
WHEREAS, this Council is convinced that the creation of a
Department of Urban Affairs and Housing would not be in the best
interests of the citizens of Bakersfield. .
NOW, THEREEFORE~ BE IT RESOLVED by the Council of the City of
Bakersfield that the Council is opposed. to the creation of a Department
of U~ban Affairs and Housing.

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by 'the Council of the City of Bakersfield, at a regular meeting
thereof'held on the 19th day of February, ·1962, by the following vote:
