A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD URGING A R]~VISION OF THE MAYO-
BRP_~D FORMULA TO PROVIDE A MINIMUM OF 60
PERCENT OF STATE HIGHWAY CONSTRUCTION FUNDS
TO THE SOUTHERN COUNTIES.
'-~ WH]~EAS, under existing provisions of the Streets and Highways
Code Kern County is within the. Southern group of 13 CoUnties which
:receive 55 percent of State highway construction and acquisition
:funds; and
WH'~REAS, the State highway needs for the Southern Counties
group, based on the increase in t~affic volume and need for equal
State-wide highway development, are in excessof 60 percent of the
State-wide total; and ,'
WHEREAS, the present criticaltraffic congestion accident rate
.and fatalities in the Southern area must be relieved; and
WHEREAS, the future economic and social growth and development
of the 13 Southern Counties depends upon the:construction of 'an
adequate highway and freeway System; and
WHEKEAS, based on.present and projected.indices of population,
vehicle registration.and assessed valuation, 'the 13 Southern Counties
Lprovide more than 60'percent of the State;wide highway revenue; and
WHtt~EAS, the Mayo-Breed Formula' allocates only 55 percent of
the State-wide highway and freeway construction funds to the South
resulting in a curtailment' of vitally nec.essary projects and an
inequitable distribution of fundSto.this ·area.'
.NOW, THEREFORE, BE IT RESOLVED 'by the Council of the. City of
Bakersfield, that the City of Bakersfield supports the legislative.
program to amend the Mayo-Breed .Pormula as.proposed in Assembly Bill
1320 to provide a minimum of 60 percent'of the State HighWay Con-
struCtion Funds to the 13 Southern Counties.
I H]~EBY C]~TIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting
thereof held on the lOth day of April, 19.61, by. the following vote:
