SAME RIGHTS WHICH PERTAIN TO SCHOOL- DISTRICTS WITH RBPER~.NC~. TO' SURPLUS PUBLIC PROPERTY.. WEEKS, the Federal Government now possesses .andwill continue' ~o acquire considerable quantities of property no longer needed for '~heir original governmental purposes; and' · .WHr:REAS, much· of this property,'deCiared surplus, is Stored and ultlmatety sold'through the offices'of the General Services Administration; and WHEREAS, certain rights and privileges to the acquisition of l:his,surplus property are accordedto no'n-profit o~ganiZations and to school ' jurisdictions ;' and " WHEREAS, the ·rights and privileges of'cities to acquir. e such surplus pr0per.ty' areseverely restricted-and are generally limited to .purposes of,Civil Defense; and .' .. WHEREAS, much surplus property is·purchased by private 'individUals-for speculative purposes; and' .WHEREAS, in' effect, municipal jurisdictions do not have the same r~ghts and privileges now enjoyed by.scho.ol districts and by certain non-profit groups; and " WHEREAS, all such surplus property-has been purchased 'with public funds and paid for by the tax payers; .and WHr:R]SAS, it is generally deemed equitable that.C'ity Governments shOUld enjoy the same· rights and privileges, insofar~aS ,surplus- property is Concer'ned~ now accorded to school districts and to non- ..pro£it organizations; and .~ustiCe take precedence over the rights and privileges of private speculators. NOW, THEREFORE, BE IT RESOLVED that'the City Council of the City of Bakersfield .hereby goes on record as favoring the adoption of legislation and administrative rules and regulations which will vest in cities ·the. same r'ights and privileges now vested in school districts a. nd other non-profit organlzationS,.with respect to the acquisition of Federal surplus property, and-that Copies of. this Resolution be forwarded to the U. S. Congressman and u.-S.
