HomeMy WebLinkAboutRES NO 89-69RESOLUTION NO. 89-69 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD ENDORSING THE CONCEPT OF OPERATION BREAKTHROUGH AND AGREEING TO COOPERATE WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOP- MENT FOR APPROPRIATE SITE LOCATION. WHEREAS, the Department of Housing and Urban Development is undertaking a new 'program, identified as OPERATION BREAKTHROUGH, to 'provide housing for people of all income levels, through a 'partnership of labor, consumers, 'private industry, and local, state and Federal Government, and bringing into 'play the use of modern techniques of 'production, marketing and management; and WHEREAS, there is a demonstrated need and demand for housing in this City and County, especially quality housing for low-income and moderate-income families; and · WHEREAS, as one part of said OPERATION BREAKTHROUGH, state and local bodies are being asked by the Department of Housing and Urban Development to identify and aggregate the housing market and locate specific land available for installation of the required housing; and WHEREAS, as the second major 'part of this 'program, 'private industry is being asked by the Department of Housing and Urban Development to provide the housing systems and construction concepts which can supply quality housing for such 'purpose produced in volume, with costs controlled through utilization of economies of scale, efficient management and improvement in existing systems of 'production, construction, land use, and equity financing; and WHEREAS, the said Department of Housing and Urban Development has requested that 'proposals be made for prototype sites from state and'local governmental units, to be submitted to its central office by September 19, 1969; and WHEREAS, it appearing that 'participation in such a 'program would be beneficial to the residents and industry of the City of Bakersfield and Kern County; and WHEREAS, it appearing that the GREATER BAKERSFIELD CHAMBER OF COMMERCE has initiated a 'program for the 'purpose of submitting such a 'proposal; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The City Council hereby endorses the concept of OPERATION BREAKTHROUGH, and indicates its support of a united effort on the 'part of the County of Kern, the City of Bakersfield and the Greater Bakersfield Chamber of Commerce for the purpose of identifying and supporting one or more 'prototype sites in connection with OPERATION BREAKTHROUGH. 2. The various city officers and departments, and in particular the Director of Planning and the Director of Building Inspection, are hereby directed to cooperate with the Greater Bakersfield Chamber of Corf~fLerce for the 'purposes of identifying one or more 'prototype sites and to supply information from the official records as may be of assistance therein and in connection with the 'proposal. 3. The City Clerk is hereby directed to transmit certified co'pies of this Resolution to the Honorable George Murphy, Senator; the Honorable Alan Cranston, Senator; the Honorable Bob Math,as, Congressman; the Greater Bakersfield Chamber of Commerce (attention Mr. George Barton); the American Institute of Architects, Bakersfield Chapter; Dave Gardner Cross Associates; the Director of Planning; and the Director of Building Inspection of the City of Bakers field· o0o I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 15th day of Se'ptember, 1969, by the following vote: ~~ ~ ~ Clerk of the CITY CLERK ~n i Council of the City of Bakers field APPROVED this~ 15t~ 'da of September, _,_ ',,, APPROVED: 1969
