WHEREAS, the County of Kern, City of Bakersfield, and
the State of California entered into an agreement in October, 1964,
forming a continuous urban transportation program for Metropolitan
Bakersfield; and
WHEREAS, this agreement formed a Technical Coordinating
Committee consisting of members of the County of Kern, City of
Bakersfield, and the State of California to study the needs and
problems of the transportation system of Metropolitan Bakersfield;
and
WHEREAS, staff members of the County of Kern, City of
Bakersfield, and the State of California have collected all the
necessary data pertaining to existing and proposed land use, popula-
tion, and personal income for the many traffic zones for the
Metropolitan Bakersfield area; and
WHEREAS, the State of California during the latter part
of 1965 and the early part of 1966 conducted an origin and destination
study which included a ten-percent, house-to-house survey of the
Metropolitan Bakersfield area to provide basic input data towards
the transportation study; and
WHEREAS, the Bakersfield Metropolitan Area General Plan
adopted in 1961 is in need of being revised and updated due to the
growth and changes during the past nine years; and
WHEREAS, the impact of the State College and the
anticipated growth of the college community and the adjacent area
should be evaluated at the planning stages of this institution;
and
WHEREAS, the County of Kern and the City of Bakersfield
have delayed revising and updating of the Metropolitan Area General
Plan pending the invaluable information and data hopefully forth-
coming from the Transportation Study; and
WHEREAS, it would not be good planning practice to try to
update the 1961 Metropolitan Area General Plan without evaluating
the future transportation system as it relates to the other elements
of the General Plan; and
WHEREAS, the Division of Highways of the State of
California agreed in 1966 to perform the electronic data calculations
and compilations to finish the Transportation Study and arrive at
the basic data necessary for the evaluation of the future transpor-
tation system of the Metropolitan Bakers field area; and
WHEREAS, the County of Kern and the City of Bakers field
were led to believe in 1966 that the Transportation Study would be
completed in late 1967 or early 1968; and
WHEREAS, the County of Kern and the City of Bakersfield
have been told on several occasions since early 1968 that the study
was ready for electronic data calculations and compilations by the
State of California.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. Mr. John Legarra, State Highway Engineer, be
notified of the City's desire and need of immediate
progress towards the completion of the Urban Trans-
portation Study for the Bakersfield Metropolitan
area.
2. The City Clerk of the Council of the City of Bakers-
field be directed to send a copy of this Resolution
to The Honorable Ronald Reagan, Governor of the State
of California, State Senator Walter W. Stiern, State
Assemblyman William M. Ketchum, State Assemblyman

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 24th day of March, 1969, by
the following vote:
