S7-6S A RESOLUTION OF THE CITY~COUNCIL OF,THE CITY OF BAKERSFIELD REGARDING LABOR- MANAGEMENT DISPUTES OUTSIDE OF THE JURIS- DICTION OF MEMBER' MUNICIPALITIES OF THE. NATIONAL LEAGUE OF CITIES, - WHEREAS, the member· municipalities' of the National League Of'cities have .By-Laws andStandards which are nation- ally accepted and followed; and .: WHEREAS, one of the "functionS"'.of the National'League of Cities, as. set forth in Article 1 of the By-Laws, is "The safeguarding of the interests, rights'and privileges'.of munici- palities"; and 'WHEREAS, member municipalities of the National League · o~ Cities have consistently promoted home rule and the concept of local. government automony where ever possibie;. and' WHEREAS, public officials' of the'-municipalities" throUghOut our great.land have a responsibility.for action (with- in the framework of our private enterprise system) that'is just to all, and will. Cause no injury to the economy of member cities of'the National Leagueof Cities -w~ether to employers or employees; and WHEREAS, "fair play" would indicate the desirability and necessity of ~complete review of'all pertinent facts before any action be taken by any municipality.;. · "' 'NOW, THEREFORE~ BE IT RESOLVED, 'by the City Council Of the City of Bakersfield, that the National.LeagUe of 'Cities'. shal'l bring, to the attention of everyone in the United States oi America ~hat elected, as well as non-elected, officials of muni- cipalities shall not enter into labOr-management disputes which involve areas outside of their jurisdiction, so that eqonomic and irrevocable injury to another municipality be'prevented; and BE IT FURTHER RESOLVED that should a municipality con- sider entering into a labor-managementdispute, and specifically. a Secondary boycott, it shall first' inform the Directors of the National League of Cities in writing so that violation'of the By- Laws-and Standards of the National League o~ Citieswii1 not occur. -o00 I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at aregular meeting thereof held on'the 16th day of September, 1968,..by-'the-following vote: Ayes: Councilmen Heisey, Hosking, Rees-',.,Ru.cker, Vetter, Whittemore Noes: None Absent: Councilman Stiern CI e of the Council of t'he Cityof Bakersfield
