A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD OPPOSING APPLICATION NO. A 50 211
OF THE SOUTHERN PACIFIC RAILROAD COMPANY TO
DISCONTINUE PASSENGER TRAINS 51 AND 52
OPERATING BETWEEN SAN FRANCISCO AND LOS ANGEEES
VIA THE SAN JOAQUIN VALLEY.
WHEREAS, the Southern Pacific Railroad Company has filed
an application with the Public Utilities Commission for permission
to discontinue San Joaquin Daylight passenger trains 51 and 52
between San Francisco and Los Angeles, and
WHEREAS, Southern Pacific Company San Joaquin Daylight
Trains 51 and 52 are the only existing rail passenger service between
Bakersfield and Los Angeles, and
WHEREAS, over the past decade there has occurred a marked
decrease in rail passenger service throughout the San Joaquin Valley
by discontinuance of certain passenger trains, and
WHEREAS, the service afforded passengers on existing
lines is second-rate and violative of past directives of the Public
Utilities Commission to upgrade said service, and
WHEREAS, the United States Government in past years has
given large subsidies, including land grants, to railroad companies
for the express purpose of providing for the transportation of
persons, and
WHEREAS, railroads, as public utilities, have an obligation
to the public to provide service of a character which may not
always be the most profitable to the railroad, and
WHEREAS, the entire State of California is experiencing
a rapid growth which taxes to the utmost transportation service,
p~r'tl~ularly on the highways in-California, and rather-than-ad~ to--~
this burden by decreasing passenger railroad service, additional
and higher grade service by the railroads should be sought.
NOW, THEREFORE, BE IT RESDLVED by the Council of the City
of Bakersfield that said City Council hereby declaresitself in
opposition to the application of the Southern Pacific Company for
withdrawal of passenger trains 51 and 52 between San Francisco and
Los Angeles.
BE IT FURTHER RESOLVED that copies of this resolution
shall be filed with the Public Utilities Commission, and copies be
sent to State Senator Walter W. Stiern, to Assemblyman William M.
Ketchum, Assemblyman Kent H. Stacey, to the chairman of the State
Senate Cofmf~ittee on Transportation and to the chairman of the State
Assembly Committee on Transportation and Commerce.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 1st day of July, 1968, by the
following vote:
