AMENDMENT NO. 1 TO RESOLUTION NO. 136-08
SETTING SALARIES AND RELATED BENEFITS FOR
OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE SUPERVISORY AND
MANAGEMENT UNITS AND ADOPTING SALARY
SCHEDULE AND RELATED BENEFITS FOR
ACCOUNTANT II
WHEREAS, Resolution No. 136-08 sets salaries and related benefits for
employees of the General Supervisory, Police Supervisory and Management Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 136-08 is hereby amended as follows:
1. Resolution No. 136-08 is hereby amended by revising the salary of the
following class title in the General Supervisory Unit:

CLASS TITLE: ACCOUNTANT II
CLASS CHARACTERISTICS:
Under general close direction, as a s~e~i~ierr supervisor-in-training, supervises and performs complex
accounting and auditing functions; supervises staff; compiles and }~epa~es presents reports of both a
financial and statistical nature; and performs other work as required.

The following typical tasks and responsibilities are representative of the position's essential duties. They
are descriptive, not limiting.
Essential Duties:
Prepares a wide variety of journal actions dealing with payroll, investments, fund transfers, invoices and
other subjects; performs a wide variety of financial and statistical analysis, develops periodic financial
and budget status reports and prepares information and recommendations for action by the department
head; plans, assigns, directs and evaluates the work of assigned staff with management oversight; a~
;aids departments in revising record-
keeping procedures; prepares periodic financial statements and reports; maintains general and subsidiary
ledgers; coordinates the keeping of a complex set of cost and control accounts; confers with City
departments on accounting and auditing requirements and plans; recommends changes in systems and
assignments; prepares and provides technical assistance in preparation of administrative reports to the
Council and other City advisory bodies; performs periodic review, evaluation and modification of internal
control procedures; assists the department head in executing goals and objectives; works with outside
auditors in their review of financial records; conducts special analysis and performs special projects.
DISTINGUISHING CHARACTERISTICS:
This class is distinguished from Accounting Supervisor in that Accountant 11 is an entry level supervisory
position that does not require lead/supervisory experience. Accountant 11 is a "supervisor-in-training"
position, which will receive close direction from the Assistant Finance Director, who has overall
management accountability for the division. The Accountant II directs the work of division staff
members, as well as, performs a wide variety of professional level duties. While primary assignments
may be concentrated in one or two of the accounting sections, incumbents are expected to perform work
in any of the accounting sections, as work load and training needs dictate.
MINIMUM QUALIFICATIONS:
Knowledge of:
Principles of supervision and management; governmental accounting; accounting and auditing principles
and procedures; principles of public agency fiscal management; laws and regulations relating to
municipal administration and public financial operations; methods and procedures of internal control;
personal computer applications, particularly related to statistical analysis and data management including
database, spreadsheet and word processing software; financial, statistical and comparative analysis
techniques.

systematic keeping of complete and accurate records; analyze and verify financial records and documents;
prepare comprehensive financial reports; collect, evaluate and interpret varied information and data, either
in narrative or statistical form; interpret and apply laws, regulations, policies and procedures; plan, direct
and evaluate the work of staff; prepare clear, concise and complete narrative and statistical reports and
other written materials; coordinate multiple projects and meet critical deadlines; exercise sound
independent judgment within established guidelines; maintain effective working relationships.
Training and Experience:
Graduation from an accredited college or university with a Bachelor's degree in Business
Administration or related field with a concentration in Accounting, including at least 24 units of
Accounting, and arts two years of experience as an accountant , in a professional
capacity. A Master's degree from an accredited college or university in Business Administration, Public
Administration or related field may substitute for one year of accountant experience
