Stinson SPECIAL MEETING OF THE JOINT CITY/COUNTY STANDING COMMITTEE TO COMBAT GANG VIOLENCE May 29, 2008, 2:00 p.m. Bakersfield City Council Chambers 1501 Truxtun Avenue, Bakersfield, CA 93301 MINUTES ROLL CALL 1. Public Presentations This portion of the meeting is reserved for persons to address the Committee on any matter not on this agenda but under the jurisdiction of the Committee. Committee members may respond briefly to statements made or questions posed. They may ask a question for clarification, make a referral to staff for factual information or request staff to report back to the Committee at a later meeting. Also, the Committee may act to direct the staff to place a matter of business on a future agenda. Please state your name and address for the record before making your presentation. SPEAKERS ARE LIMITED TO TWO MINUTES. DEAN GARDNER AND MARVIN DEAN SPOKE ON THE ISSUE OF EMPLOYING THOSE INDIVIDUALS WITH A CRIMINAL HISTORY. 2. Committee Member Announcements or Reports • Follow up on Community/ Business Partnership Meeting (February 2008) COMMITTEE CO-CHAIR RUBIO REPORTED ON THE MEETING HELD AT THE CHAMBER OF COMMERCE ON FEBRUARY 7, 2008. MATT PONTES, KERN COUNTY GENERAL SERVICES, REPORTED ON A DRAFT INCENTIVE PLAN TO THOSE CONTRACTORS WHO ARE WILLING TO EMPLOY INDIVIDUALS WHO ARE AT RISK. 3. Statistics on Gang Violence Activity & Prevention/Intervention Update • Presentation — Kern County Sheriff's Department • Presentation — Bakersfield Police Department • Presentation — Kern County Probation Department • Presentation — Street Interdiction Team (Chief Tommy Tunson) SHERIFF LT. MIKE ROSCOE GAVE AN UPDATE ON THE ACTIVITIES OF THE KERN COUNTY SHERIFF'S DEPARTMENT GANG UNIT. POLICE CHIEF WILLIAM RECTOR AND POLICE LT. JOE BIANCO GAVE AN UPDATE ON THE ACTIVIES OF THE BAKERSFIELD POLICE DEPARMENT SPECIAL ENFORCEMENT UNIT. PAT CHEADLE, DIRECTOR OF THE KERN COUNTY HUMAN SERVICES DEPARTMENT, GAVE A BRIEF REPORT ON CALWORKS PROGRAM. PROBATION CHIEF JOHN ROBERTS GAVE AN UPDATE ON THE ACTIVITIES OF THE PROBATION DEPARTMENT. ARVIN POLICE Joint City/County Standing Committee to Combat Gang Violence Minutes of May 29, 2008 Meeting Page 2 CHIEF TOMMY TUNSON REPORTED ON THE ACTIVITIES OF THE STREET INTERDICTION TEAM, WHICH IS A REGIONAL, MULTI-JURISDICTIONAL LAW ENFORCEMENT TASK FORCE. 4. Development of Youth Subcommittee COMMITTEE CO-CHAIR RUBIO PROPOSED TO CREATE A YOUTH SUBCOMMITTEE TO BE OVERSEEN BY DAVID REESE, BAKERSFIELD HIGH SCHOOL PRINCIPAL. INPUT FROM THE SUBCOMMITTEE WOULD HELP TO DRAFT THE STRATEGIC PLAN. MOTION TO CREATE THE SUBCOMMITTEE MADE BY COMMITTEE CO-CHAIR RUBIO. ALL AYES. 5. Discuss Process to Update Gang Violence Strategic Plan system COMMITTEE CO-CHAIR RUBIO RECOMMENDED UPDATING THE GANG VIOLENCE STRATEGIC ACTION PLAN. SERGIO REYES FROM MR. RUBIO'S OFFICE WILL WORK WITH ASSISTANT CITY MANAGER, JOHN W. STINSON ON THE UPDATE. 6. Discuss Potential topics for Next Meeting I. UPDATE THE STRATEGIC PLAN 2. RECEIVE UPDATES FROM THE NON-PROFIT AND FAITH-BASED ORGANIZATIONS THAT CONTRACTED WITH THE COUNTY THE NEXT MEETING IS TENTATIVELY SET FOR AUGUST 7, 2008.
