A RESOLUTION DETERMINING THAT THE COMPUTER-
AIDED DISPATCH ("CAD") SYSTEM FOR THE
BAKERSFIELD POLICE DEPARTMENT CANNOT BE
REASONABLY OBTAINED THROUGH USUAL BIDDING
PROCEDURES; AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING THEREOF, NOT
TO EXCEED $660,000; AND APPROVAL OF AGREEMENT
WITH TIBURON, INC., TO PURCHASE POLICE
DEPARTMENT COMPUTER-AIDED DISPATCH SYSTEM.
WHEREAS, the Bakersfield Police Department purchased a Computer-Aided
Dispatch ("CAD") system nine years ago; and
WHEREAS, the age of the CAD system makes it difficult, if not impossible to
purchase spare parts should the hardware need repair; and
WHEREAS, the Bakersfield Police Department desires to acquire a CAD system
which will integrate with its Records Management system and MDTs, CLETS, county CJIS
and 911; and
WHEREAS, after City staff conducted a thorough investigation and study, Tiburon,
Inc., was found to be the only vendor offering a system that is capable of complying with
the City's requirements and also integrating with all of the other systems; and
WHEREAS, the Finance Director has determined, and has recommended the
Council find, that the Computer-Aided Dispatch system can only be reasonably obtained
from one vendor, Tiburon, Inc., and recommends dispensing with bidding therefor in
accordance with subsection D.1. of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. Said Computer-Aided Dispatch system can only be reasonably obtained from
one vendor because this vendor offers the only system that meets the requirements of the
Bakersfield Police Department.

3. The Finance Director is authorized to dispense with bidding and to negotiate
the purchase of same, not to exceed Six Hundred Fifty Thousand Dollars ($650,000).
4. The requisite City officials are authorized to execute a contract, as approved
by City staff, with Tiburon, Inc.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the
Council of the City of Bakersfield at a regular meeting thereof held on DEC 0 9 1998, by the
