MINUTES

Present: Commissioners Johnson, McGinnis, Stanley, Blockley, Andrews, Tragish
Absent: Commissioner Tkac

4. CONSENT CALENDAR:
4.1 Non-Public Hearing Items
4.1a Approval of minutes for Planning Commission meeting of October 16, 2008.
Commissioner McGinnis moved, seconded by Commissioner Stanley, to approve the Non-
Public Hearing Items on the Consent Calendar.
Motion carried by group vote.
4.2 Public Hearing Items
4.2a Approval of Amendment to Title 16 of the Bakersfield Municipal Code, Subdivision
Ordinance Pertaining to"timely filing' and Condominium Subdivisions.
4.2b Approval of Comprehensive Sian Plan (Revised) 07-0804 (Castle & Cooke
Commercial by McIntosh & Associates)
4.2c Approval of Tentative Parcel Map 11864 (Higher Ground Engineering and Land
Surveying)
4.2d Approval of Vesting Tentative Parcel Map 11867(SmithTech USA, Inc.)
4.2e Approval of Vesting Tentative Parcel Map 11879(McIntosh &Associates)
The public hearing is opened, no public comments were made. The public hearing is
closed. Commissioner Johnson stated that they will hear item 4.2b separately after the
consent calendar.
Commissioner Stanley moved, seconded by Commissioner Andrews, to approve the
Public Hearing Items on the Consent Calendar, with the exception of 4.2b.
Motion carried by the following roll call vote:
AYES: Commissioners Johnson, McGinnis, Stanley, Blockley, Andrews, Tragish
ABSENT: Commissioner Tkac

5.. PUBLIC HEARING—TENTATIVE PARCEL MAP/VESTING TENTATIVE PARCEL MAPS
5.1 Tentative Parcel Map 11864 (Higher Ground Engineering and Land Surveying) located on
the southwest corner of Planz Road and South Union Avenue. (Exempt from CEQA)
Heard on Consent Calendar.
5.2 Vesting Tentative Parcel Map 11867 (SmithTech USA, Inc.) located at the southwest
corner of Panama Lane and Stine Road. (Negative Declaration on file)
Heard on Consent Calendar.
5.3 Vesting Tentative Parcel Map 11879 (McIntosh & Associates) located on the west side of
Gosford Road, north of Harris Road. (Environmental Impact Report on file)
Heard on Consent Calendar.
4.2b Approval of Comprehensive Siqn Plan (Revised) 07-0804 (Castle & Cooke Commercial by
McIntosh & Associates)
Commissioner Johnson noted that Commissioner Tkac is now present and arrived at 5:41 p.m.
Commissioner Tragish recused himself from this item stating that he has the appearance of a
conflict. Commissioner Blockley also recused himself from this item as he has a conflict.
Commissioner Johnson also conflicted out of this item.
Commissioner McGinnis stepped in and stated that 4.2b is on the Consent Calendar.
Commissioner Stanley moved, seconded by Commissioner Andrew, to approve 4.2b.
Motion carried by the following roll call vote:
AYES: Commissioners McGinnis, Stanley, Andrews, Tkac
RECUSE: Commissioners Blockley, Johnson, Tragish
6. COMMUNICATIONS:
None.
7. COMMISSION COMMENTS:
Commissioner Tkac apologized for being late.
8. ADJOURNMENT:
There being no further business the meeting was adjourned at 5:45 p.m.
