HomeMy WebLinkAbout06/04/01 MINUTES CCBAKERSFIELD CITY COUNCIL MINUTES MEETING OF JUNE 4, 2001 Council Chambers, City Hall, 1501 Truxtun Avenue Department Budget Presentation Meeting - 12:00 Noon ROLL CALL Present: Mayor Hall, Vice-Mayor Salvaggio, Councilmembers, Benham, Maggard, Couch, Hanson, Sullivan (seated at 12:12 p.m.) Absent: Councilmember Carson DEPARTMENT BUDGET PRESENTATIONS a. Police Police Chief Matlock gave a computer presentation and introduced Lt. Don DeGeare, Area Commander, who gave an overview of geographic policing, and Bill Rector, Assistant Chief of Police, who gave an overview of Records Management System. Maggard would like to discuss with Chief Matlock and City Manager Tandy the level of sworn officer staffing and infrastructure. Couch requested Chief Matlock provide a memorandum justifying the use of taxpayer funds for police substations. Benham requested Chief Matlock provide a report on how the nine new officers will be deployed among the three areas. e. Water Gene Bogart, Water Resources Manager gave a presentation and introduced Florn Core, Water Resources Director, who gave an overview of Agricultural Water and Maurice Randall, Business Manager, who gave an overview of Domestic Water. Couch requested staff give a presentation to Council or the Water Board, regarding water bond that will retire in 2006, types of projects that will be done along the Kern River. Public Works Jack LaRochelle, interim Public Works Director, gave an overview of the operating budget and introduced John Stinson, Assistant City Manager, who provided information regarding the additional positions and Ted Wright, Civil Engineer, who gave an overview of the Capital Improvement Budget. Salvaggio requested staff provide a list of traffic signals recommended for Fiscal Year 2001-02 to Council. Salvaggio requested staff review the possibility of capping the Bakersfield Sanitary Landfill closure and urged staff to meet with Gary Carlton, Executive Director, Central Valley Section, to see what can be done. Salvaggio requested staff take into consideration a request from Chuck Waide, CCAPE, for 5 additional positions instead of 3; also look into funding 1 more additional Fleet Mechanic position. Benham requested staff monitor the cleanliness of restrooms and lobby of the Bakersfield Amtrak Station. Benham requested staff keep Council and Chuck Waide apprized of projects being delayed because of lack of staff at the time of delay. Maggard requested staff give a workshop in the future, regarding street improvements and maintenance. Hanson encouraged staff to work with employees doing the jobs and find out what they need to make the job better. Couch requested staff install the traffic signal at Patton and Hageman Road as soon as Hageman Plyover is completed. Public Works continued Couch requested staff use Ginko Trees in future designs also to check what type of trees are on Coffee Road, north of the river. c. Development Services Jack Hardisty, Development Services Director gave a brief overview and introduced Stan Grady, Planning Director, who gave an overview of the Planning Department budget; and Dennis Fidler, Building Director, who gave an overview of the Building Department budget. d. Recreation & Parks Jane Gardner, Business Manager, gave an overview of the Administration budget and introduced Dean Jones, Recreation Supervisor who gave an overview of the Recreation budget; and Ken Trone, Parks Supervisor, who gave an overview of the Parks budget. Couch requested staff review the possibility of planting Ginko Trees in the future. Couch requested staff review the possibility of providing a large-size chess board at Central Park, Downtown or near senior centers. Couch referred to staff the issue of beautifying the north and south Freeway 99 corridor. ACTION TAKEN NAT NAT NAT 149 3. PUBLIC STATEMENTS None. 4.
