(Mr. Ben McNeill) has applied for a Standardized Hazardous Waste Facilities Permit through the State Department of Toxic Substances. The addition to the existing recycling facility will include installation of three (3) 20,000 gallon above-ground storage tanks for used oil, oily water, and used anti-freeze. Mr. McNeill has received all planning and zoning approvals for these additional improvements and his recycling facility from this office. Therefore, we have no objection to the state issuing the required permits for his expanded operation. Cole's Services Inc. has been a waste oil/petroleum recycler here in Bakersfield for 21 years. Over these years they have served the-needs of ranchers, independent service stations, car dealerships, oi! field companies, quick tubes, farms and many more businesses. This is why Bakersfield Transfer has seen a need for a bulking facility for oil, oily water, antifreeze, along with other oily debris. After reviewing the Series B Permit and all our requirements for the preparation of the facility operation with Ben, we approve of his efforts to establish Bakersfield Transfer/Storage Facility at 1620 E. Brundage Lane in Bakersfield, Cal'~fomia. Therefore, at this time I am extending my full support to Bakersfield Transfer in their quest to receive a permit to operate a much needed Transfer/Storage Facility in our area.
