PUBLIC STATEMENTS
None.
3. CONSENT CALENDAR
a. Minutes of the August 25, 2008 special meeting.
b. Approval of department payments from September 12, 2008
to October 2, 2008 in the amount of $1,953,360.35
c. Filson Street Area Targeted Neighborhood Revitalization -
Housing Programs:
a. Sewer Connection Grant Program
b. Demolition Grant Program
d. Agreement with Bakersfield Redevelopment Agency to
purchase property located east of P/Q Streets and south
of the B.N.S. F. railroad tracks for $50,000, an easement on
the 1.95 acre linear parcel shall be retained by the City.
Motion by Koman, seconded by Mishoe, to approve Consent
Calendar items 3.a. and 3.b. with the removal of item 3.c. and
3.d. for further discussion.

Donna Kunz and Rhonda Barnhard gave staff report on the
programs.

d. Agreement with Bakersfield Redevelopment Agency to AGR RA08-017
purchase property located east of P/Q Streets and south of the
B.N.S.F. railroad tracks for $50,000, an easement on the 1.95

5. REPORTS
a. Report on Bakersfield Redevelopment Agency Tax Allocation NO ACTION
bond Financing. REQUIRED
Donna Kunz gave report.
Alan Tandy responded to the report and gave additional comments.
6. DEFERRED BUSINESS
None.
7. NEW BUSINESS
a. Predevelopment Loan and Option Agreement between the AGR RA08-018
Bakersfield Redevelopment Agency and Bethany Services,
Inc. dba Bakersfield Homeless Center for assistance in the
purchase of property located at 721 & 725 8th Street for
transitional housing facility.
Rhonda Barnhard gave staff report.
Mr. Louis Guill, the Executive Director of Bethany Services
responded to the Agency Members questions.
Motion by Ordiz, seconded by Mishoe to approve the APPROVED
agreement. AB BENTLEY, TAKII
9. AGENCY STATEMENTS
Chairperson Prince honored Agency Member Mishoe for his 10
years of service and presented him with a Certificate of
Appreciation.
Mishoe responded and thanked the Agency Members.
