3. CONSENT CALEiVDAR
a. Minutes of the October 13, 2008 regular meeting.
b. Approval of,department payments from October 3, 2008
to October 30, 2008 in the amount of $363,276.85.
c. Redeveloprt~ent bonds to be used to finance various capital
within the three redevelopment project areas in the City of
Bakersfieltl.
Agreement with Orrick, Herrington & Sutcliffe LLP for
legal services (not to exceed $82,500) as bond counsel in
connection with the issuance, sale and delivery by the
Agency of multiple series of tax allocation bonds to
provide. financing for authorized redevelopment activities
within the three redevelopment project areas in the City of
Bakersfield.
2. Agreement with Goodwin Proctor LLP for legal services
(not to exceed $65,000) in connection with the issuance
by the Agency of approximately $13,500,000 aggregate
Principal amount of redevelopment bonds to be used to
finance various capital improvements within the three
development project areas in the City of Bakersfield.

d. Amendment No. 1 to Agreement No. RA 08-003 Exclusive
Negotiation Agreement with Southwest Consulting, Inc. for
The development of approximately 97,400 square feet of
Retail and commercial space and 35 condominiums in the
South Mill Creek Mixed-Use Redevelopment Project.
Motion by Bentley, seconded by Ordiz, to approve Consent
Calendar items 3.a. through 3.d.
4. PUBLIC HEARINGS
None.
5. REPORTS
a. Department of Housing & Urban Development -Neighborhood
Stabilization Program (NSP).
Donna Kunz gave report.
6. DEFERRED BUSINESS
None.
7. NEW BUSINESS
a. Resolution establishing the dates of meetings for the
Bakersfield Redevelopment Agency for the months of
January through December 2009.
Motion by Bentley, seconded by Takii to approve the
Resolution.
8. AGENCY STATEMENTS
Agency Member Bentley made comments on Mill Creek.
Agency Member Pickett commented on several vacant buildings
in several areas of Bakersfield.
Chairperson Prince asked the status on the Federal Court
House.
