A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD SUPPORTING STABLE AND PREDICTABLE
FUNDING FOR LOCAL GOVERNMENTS AND PUBLIC SCHOOLS.
WHEREAS, the percentage of the statewide tax base
controlled by the State of California has increased dramatically
as a result of the passage of Proposition 13 in 1978; and
WHEREAS, passage of Proposition 13 also has produced
a tremendous shift of fiscal decision-making authority from
locally-elected County Boards of Supervisors, City Councils
to Sacramento officials, both elected and
and School Boards
non-elected; and
WHEREAS,
local governments and schools still retain
the responsibility to provide local services as well as State-
mandated programs, but no longer have the ability to fund
properly the services required to meet existing needs; and
WHEREAS, State-mandated programs increase annually
(the Legislative Analyst reports that only 106 of the 2400
bills creating state mandates enacted since 1975 have contained
funds for their implementation); and
WHEREAS, the increasing State requirements and
fiscal authority have been accompanied by a significant decrease
in revenue for local programs; and
WHEREAS, proper long-range planning is impossible
due to the now unavoidable dependence of local governments and
schools on increasingly unpredictable State funding which is
annually allocated by the State Legislature; and
WHEREAS, the combined effect of these events is the
drastic reduction of local control over local affairs.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Bakersfield, State of California, supports a
legislative solution to the identified need for stable and
predictable funding for local governments and schools, which
addresses

(1) Guaranteed Shared Revenues;
(2) Stable Funding for Existing Responsibilities;
(3) Protection from State Mandates;
(4) Local Control and Home Rule; and
(5) Development of an Independent Local Revenue

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
