A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD CALLING A SPECIAL MUNICIPAL
ELECTION FOR THE PURPOSE OF SUBMITTING TO
THE ELECTORS OF THE CITY AMENDMENTS TO THE
CHARTER OF THE CITY OF BAKERSFIELD, AND
CALLING A SPECIAL MUNICIPAL ELECTION FOR
THE PURPOSE OF FILLING A VACANCY ON THE
COUNCIL FOR THE REMAINDER OF THE UNEXPIRED
TERM IN WARD 6, AND PROVIDING FOR THE
PARTIAL CONSOLIDATION OF SAID SPECIAL
MUNICIPAL ELECTIONS WITH EACH OTHER AND
WITH THE GENERAL ELECTION, ALL TO BE HELD
ON TUESDAY, NOVEMBER 6, 1984.
WHEREAS, a Special Municipal Election is hereby called
for November 6, 1984, to be consolidated with the General Election
and it is desired to consolidate said General Election with the
two hereinafter described Special Municipal Elections and the
said General Election and to consolidate the Special Municipal
Charter Amendment Election with the Special Municipal Council
Vacancy Election for Ward 6; and
WHEREAS, at the Special Municipal Charter Amendment
Election hereby called, the Council of the City of Bakersfield
proposes to submit various amendments to the City Charter in the
manner set forth in Chapter 2, Division 2, of Title 4 (commencing
with Section 34450 of the Government Code of the State of California);
and
WHEREAS, at the Special Municipal Election to fill a
vacancy on the City Council, the Council proposes to fill a
vacancy for the remainder of the unexpired term for Ward 6; and
WHEREAS, the Charter amendments so proposed to be
submitted are as follows:
(MEASURE "A")
A. That Sections (183), (209) and (221) of the Bakersfield
City Charter be amended to read as follows:

The Civil Service Board shall consist of three
(3) members, appointed by the City Council, who
shall be residents of the City throughout their

terms, but who otherwise shall have no connection
with City government. Members shall be appointed
for terms of three (3) years. Vacancies shall
be filled by appointment for the unexpired term.
Within sixty (60) days after ratification of
this amendment, the City Council shall reappoint
the incumbent members for terms of three (3), two
(2), and one (1) years, the three (3) year term
to be that of the incumbent with the longest
remaining term, the one (1) year term to be that
of the incumbent with the shortest remaining
term. Members may be removed from office in the
same manner as are elective officers of the City
and not otherwise.

(5) members, appointed by the City Council, who
shall be residents of the City throughout their
terms, but who otherwise shall have no connection
with City government. Members shall be appointed
for terms of three (3) years. Vacancies shall be
filled by appointment for the unexpired term.
Within sixty (60) days after ratification of this
amendment, the City Council shall reappoint two
incumbent members for terms of three (3) years,
two incumbent members for terms of two (2) years,
and one (1) incumbent member for a term of one
(1) year, the three (3) year term to be that of
the incumbents with the longest remaining term,
the one (1) year term to be that of the incumbent
with the shortest remaining term. Members may
be removed from office in the same manner as are
elective officers of the City and not otherwise.

B. Measure "A" shall appear on the ballot as follows:

Shall Sections (183), (209) and (221) of
the City Charter be amended to provide that
the six (6) year term for members of the City's
Fire and Police Civil Service Commissions and
the four (4) year term for the members of the
City's Miscellaneous Departments Civil Service
Commission all be reduced to three (3) year
terms and that the provisions for removal
of commissioners be made consistent for all
three commissions?

NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. That a Special Municipal Election is hereby called
to be held in the City of Bakersfield on Tuesday, the 6th day of
November, 1984, for the purpose of submitting to the electors of
said City the hereinbefore specified amendments to the City
Charter.
2. That the above-stated Measure "A" to amend the
Charter of the City of Bakersfield is hereby submitted for place-
ment on the ballot in proper form to be used at said election.
3. That a Special Municipal Election to fill the
vacancy on the City Council for Ward 6 for the remainder of the
unexpired term is hereby called to be held in the City of Bakersfield
on Tuesday, the 6th day of November, 1984, and shall be conducted
in the manner and form provided in Section 16 of the City Charter
and as provided for councilmember elections.
4. That the elections hereby called, to wit, the
Special Municipal Election for the purpose of submitting to the
electors of the City of Bakersfield the above-specified amendments
to the City Charter and the Special Election for election of a
councilmember for Ward 6 are hereby consolidated and are also
hereby consolidated with the General Election, scheduled to be
held on Tuesday, November 6, 1984.
5. That the County Clerk is requested to conduct the
elections and is requested to provide within the territory affected
by this order of consolidation, the election precinct, polling
places and voting booths, which shall, in every case, be the same
and there shall be only one set of election officers in each of
the precincts for the Special Municipal Elections hereby called
and the General Election, all to be held on the same day, and
that the office in Ward 6 in the City of Bakersfield, and the
candidates therefor, be set forth in each ballot to be used at
said Special Municipal Elections insofar as the same is held
within said territory affected by said order of consolidation.
6. That the County Clerk is further requested to
procure and furnish to the election officers the necessary printed
ballots and send to each voter affected by the elections a voter's
pamphlet, together with the sample ballot and polling place
notice and provide for absent voter's applications and absentee
voting for such elections.
7. The County Clerk is hereby further authorized and
requested to canvass the returns of said Special Municipal
Elections with respect to the votes cast in the City and to the
votes cast for the office of Councilmember in Ward 6 of the City
of Bakersfield in said territory affected by the consolidation
herein and to certify such canvass of the votes so cast to this
Council.
8. The City Clerk is hereby authorized and directed to
certify to the adoption of this resolution and to transmit a copy
thereof to the County Clerk of Kern County and to the Board of
Supervisors of the County of Kern.
9. That the polls shall be open in all precincts in
the City from 7:00 a.m. to 8:00 p.m.
10. That the City Clerk shall give all notices and
perform all advertising as required by law and/or cause to be
performed all the duties and functions required.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at
regular meeting thereof held on the 27th day of June, 1984, by
the following vote:
