4.1a Approval of minutes for Regular Planning Commission meeting of November 6,
2008 and November 20,2008.
This item to be addressed on Thursday evening.

4.2a Approval of General Plan Amendment 08-1238. (City of Bakersfield)
4.2b Approval of Zone Change 08-1238(City of Bakersfield)
Staff report given.
4.2c Approval of Planned Development Review 08-1340 (Inland Architects)
Staff report given, Commissioner Johnson inquired if they can address the empty,
neglected piece of land to the west where Highway 178 and Mt. Vernon merge. Staff
responded that they can address this on Thursday.
5. PUBLIC HEARING — EIRS / AMENDMENTS TO LAND USE CIRCULATION AND KERN
RIVER PLAN ELEMENTS OF THE GENERAL PLAN / AMENDMENT TO THE SPECIFIC
PARKS AND TRAILS PLAN FOR NORTHEAST BAKERSFIELD/ZONE CHANGE

Staff report given, Commissioner Blockley inquired as to how this project fits in with the City's
policy regarding proximity of commercial developments. Staff responded they will provide written
response for Thursday's meeting.

Staff report given. Commissioner Blockley inquired if this project will impact the traffic through
Hart Park which is a 2-lane, 25 mph zone in the middle of two high-speed roadways. Staff
responded that it does not have a significant effect.
Commissioner Johnson stated he went through the Minutes of August 21, 2008 and noticed that
some of his responses to comments, regarding the EIR, were missing and therefore he would
like to meet with Staff after the meeting to have his comments addressed.

8. COMMISSION COMMENTS:
Commissioner Johnson inquired if Commissioner Andrews officially resigned. Staff responded that Mr.
Andrews has resigned from the commission and they are seeking replacement for that position.

There being no further business the meeting was adjourned at 12:46 p.m.
