Staff will be contacting you with regard to setting the schedules for the 2007 Council committee meetings. 2. Fortunately, City facilities did not incur major damage from the unusually cold weather that has occurred this week, mainly a few broken pipe situations. We received notification from the State that we will be able to submit for damage and repair costs under the California Disaster Assistance Act, as a result of the governor declaring a State of Emergency for all counties. 3. As a reminder, the February 7th Council meeting agenda will include the GPA cycle, so we will begin at 5:15 p.m. with the standard Consent Calendar before adjourning to closed session. 4. Effective February 13t", the Habitat Mitigation plan fee increase oes into effect,, as previously approved by the City Council and Board of Supervisors. Development Services sent the enclosed notification to building-related businesses this week. 5. The arena and convention center are on track for a busy year, with expected bookings exceeding last year. The WWE wrestling event on February 19th will be televised worldwide, giving us more positive exposure. While staff is still diligently working on securing some "big name" acts, both facilities are consistently active with sports, theatres and various musical venues. 6. For the 10th year, Bakersfield has been named as a Tree City USA community b by the National Arbor Foundation for our commitment to community forestry. We received the enclosed notification this week. 7.. The Streets Division work schedule for the week of January 22nd is enclosed. Movius, Planning Director Building Division Planning Division Phone: (661)326-3720 Phone: (661)326-3733 FAX: (661)325-0266 FAX: (661)852-2135 January 17, 2007 NOTICE TO ENGINEERS / DEVELOPERS /ARCHITECTS Dear Interested Persons: RE: Metropolitan Bakersfield Habitat Conservation Plan Fee Increase Effective February 13, 2007 The Habitat Mitigation Fee for the Metropolitan Bakersfield Habitat Conservation Plan (MBHCP) will be increasing from $1,240 per gross acre to $2,145 per gross acre effective February 13, 2007. Based on a recommendation made by the MBHCP Trust Group, the Bakersfield City Council and the Kern County Board of Supervisors approved increasing the Habitat Mitigation Fee from $1,240 per gross acre to $2,145 per gross acre. This is the only fee increase since the initial $1,240 per gross acre fee was established in 1994. Development projects within the metropolitan area pay mitigation fees before receiving grading plan approval. The proposed fee increase is necessary due to the increase in the rate of development and increasing property values in recent years. In addition, the fee increase is needed to maintain the financial viability of the Metropolitan Bakersfield Habitat Conservation Plan through the end of the program in year 2014. The fees are used to buy habitat lands. The MBHCP has been a successful program that balances compliance between State and federal endangered species acts and economic development in metropolitan Bakersfield. FOR IMMEDIATE RELEASE: Bakersfield Named Tree City USA Bakersfield has been named a Tree City USA community by The National Arbor Day Foundation to honor its commitment to community forestry. It is the tenth year Bakersfield has received this national recognition. The Tree City USA program is sponsored by The National Arbor Da Foundation dation in cooperation with the National Association of State Foresters and the USDA Forest Service. Bakersfield has met the four standards to become a Tree City SA y community: a tree board or department, a tree care ordinance, a comprehensive community forestry program, and an Arbor Day observance.
