HomeMy WebLinkAboutRES NO 006-09RESOLUTION NO. ~ ~ b ~ ~ 9 X•Ref. .(7q-~l Z A RESOLUTION DISPENSING WITH FORMAL BIDDING PROCEDURES DUE TO EMERGENCY REPLACEMENT OF CHILLER COMPRESSOR AT THE POLICE DEPARTMENT BUILDING, 1601 TRUXTUN AVENUE, NOT TO EXCEED SIXTY THOUSAND DOLLARS ($60,000.00) WHEREAS, the compressor component of the chiller at the Police Department building, 1601 Truxtun Avenue, experienced a catastrophic failure on Tuesday, January 13, 2009; and WHEREAS, replacement of the chiller is needed for the proper operation of the heating, ventilation and air conditioning (HVAC) system and for the comfort of Staff and customers of the Police Department; and WHEREAS, the nature of the replacement work and subsequent testing requires unique specialized equipment and tools City forces do not have; and, WHEREAS, informal bids were solicited for the replacement of the compressor and related HVAC work from three qualified contractors after bidders completed a thorough site inspection of the chiller system; and WHEREAS, the compressor component itself is by far the largest component cost of the price of the replacement work with a substantial lead time for manufacturing and delivery; and WHEREAS, the Public Works Director declared this problem an emergency and the work to be performed was of urgent necessity. ----------o O o---------- NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: The above recitals are true and correct and incorporated herein by reference. 2. City Council hereby determines that based on the above recitals, the work performed was of urgent necessity for the preservation of life, health or property, thereby allowing the dispensing of formal bidding requirements as set forth in Section 136 of the City Charter and Section 3.20.060 of the Bakersfield Municipal Code. 3.
