A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD MAKING FINDINGS, ADOPTING A NEGATIVE
DECLARATION, APPROVING AND ADOPTING AN AMENDMENT
TO THE HOUSING ELEMENT OF THE BAKERSFIELD
METROPOLITAN AREA GENERAL PLAN.
WHEREAS, the Planning Com/aission of the City of Bakersfield,
in accordance with the provisions of Section 65351 of the Government
Code, held a public hearing on June 7, 1984, on the proposed
Amendment to the Housing Element of the Bakersfield Metropolitan
Area General Plan, notice of time and place of hearing having been
given at least ten (10) calendar days before said hearing by
publication in a local newspaper of general circulation; and
WHEREAS, all matters presented at said hearing were duly
considered by the Planning Commission; and
WHEREAS, the existing Housing Element was adopted by the
Bakersfield City Council on January 12, 1983; and
WHEREAS, Government Code Section 65588 requires that
each local government review and revise its Housing Element as
frequently as appropriate with the first such revision to be
accomplished by July 1, 1984; and
WHEREAS, this Amendment is an addendum to, amending and
supplementing, the existing Housing Element; and
WHEREAS, the City of Bakersfield and the County of Kern
adopted the existinq Housing Element having consistent policies
and programs for the entire Metropolitan Area of Bakersfield; and
WHEREAS, Kern County's Amendment to this Housing Element
for the unincorporated portion of Metropolitan Bakersfield shall
be made an appendix hereto upon its adoption; and
WHEREAS, the 1984 Regional Housing Allocation Plan of
the Kern County Council of Governments shall be made an addendum
hereto upon its adoption; and
WHEREAS, comments received from the California Department
of Housing and Community Development too late for consideration by
the City Council on the existing Housing Element prior to its
adoption on January 12, 1983, have been addressed in this proposed
Amendment; and
WHEREAS, comments received from the California Department
of Housing and Community Development on the draft proposed Amendment
to the Housing Element have been addressed in responses to comments,
included in this proposed Amendment; and
WHEREAS, for this proposed Amendment to the Housing
Element of the Bakersfield Metropolitan Area General Plan applicable
to the City of Bakersfield, an Initial Study was conducted and it
was determined that the proposed project would not have a significant
effect on the environment and a Negative Declaration was prepared;
and
WHEREAS, the Law and Regulations relating to the preparation
and adoption of Negative Declarations as set forth is CEQA and
City of Bakersfield Resolution No. 132-83 have been duly followed;
and
WHEREAS, the Council of the City of Bakersfield, in
accordance with the provisions of Section 65355 of the Government
Code, conducted a public hearing on June 27, 1984, on the proposed
Amendment to the Housing Element, notice of time and place of
hearing having been given at least ten (10) calendar days before
the hearing by publication in the Bakersfield Californian, a
newspaper of general circulation.
THEREFORE, BE IT HEREBY FOUND AND RESOLVED AS
NOW,
FOLLOWS:

The above recitals, incorporated herein, are true
The Negative Declaration for the Amendment to the
Housing Element of the Bakersfield Metropolitan Area General Plan
applicable to the City of Bakersfield is hereby approved and
adopted.

3. The Amendment to the Housing Element is hereby
approved and adopted as an addendum to, amending and supplementing,
the Housing Element of the Bakersfield Metropolitan Area General
Plan (adopted on January 12, 1983).

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 27th day of June, 1984, by the
following vote:
