A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD REQUESTING THE BOARD OF SUPERVISORS
OF THE COUNTY OF KERN TO ORDER THE CONSOLIDATION
OF A SPECIAL MUNICIPAL ELECTION FOR THE PURPOSE
OF SUBMITTING TO THE ELECTORS OF THE CITY AMEND-
MENTS TO THE CHARTER OF THE CITY OF BAKERSFIELD,
AND CALLING A SPECIAL MUNICIPAL ELECTION FOR THE
PURPOSE OF FILLING A VACANCY ON THE COUNCIL FOR
THE REMAINDER OF THE UNEXPIRED TERM IN WARD 6
WITH THE GENERAL ELECTION TO BE HELD ON TUESDAY,
NOVEMBER 6, 1984, SETTING FORTH THE EXACT FORM
OF THE MEASURES TO BE VOTED UPON AT SUCH SPECIAL
MUNICIPAL ELECTIONS AS THE SAME ARE TO APPEAR ON
THE BALLOT.
WHEREAS, Section 23300 of the Elections Code of the
State of California provides that when two or more elections are
called to be held on the same day in territory that is in part
the same, they may be consolidated pursuant to Chapter 4, Part 2
of Division 14 (commencing with Section 23300) of the Elections
Code, upon the order of the governing bodies calling the elections;
and
WHEREAS, the Council of the City of Bakersfield by
Resolution No. ~0-~ has called a special election for
Ward 6 for the purpose of filling the unexpired term of a Council
vacancy and a special election for the purpose of submitting to
the electors of the City of Bakersfield Charter amendments, said
on Tuesday, the 6th day of November, 1984;

WHEREAS, a
General Election has been called to be held
on Tuesday, the 6th day of November, 1984, in territory that is
in part the same as for the said City elections, to wit, in
territory which includes all the City limits of the City of
Bakersfield.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. That the Board of Supervisors of the County of Kern
is hereby requested to make an order, pursuant to Sections 23300
et seq. of the Elections Code of the State of California, consolidat-
ing the City of Bakersfield Special Municipal Elections for
November 6, 1984, with the General Election to be held on the
same date.
2. That the form of the City of Bakersfield Special
Municipal Election, Measure "A", to be voted upon within the City
at said consolidated election, as same are to appear on the
ballot, are as follows:

Shall Sections (183), (209) and (221) of
the City Charter be amended to provide that
the six (6) year term for members of the City's
Fire and Police Civil Service Commissions and
the four (4) year term for the members of the
City's Miscellaneous Departments Civil Service
Commission all be reduced to three (3) year
terms and that the provisions for removal
of commissioners be made consistent for all
three commissions?

3. That the office in the Special Municipal Election
to fill the unexpired term in Ward 6 of the City of Bakersfield
and the candidates therefor be set forth in the ballot to be used
in Ward 6 at said consolidation election.
4. That the County Clerk is requested

polling places and voting booths, which shall, in every case, be
the same and there shall be only one set of election officers in
each of the precincts for the Special Municipal Elections hereby
called to be held on the same day, and that the office in Ward 6
in the City of Bakersfield and the candidates therefor be set

forth in each ballot to be used at said Special Municipal Election
insofar as the same is held within said territory affected by
said order of consolidation.
5. That said Board is further requested to cause to be
set forth said measure, as provided herein, and candidates, as
later provided, on all sample ballots relating to said City
election, and to mail to the qualified electors within the City
said sample ballots and voters pamphlets and arguments, if any,
relating to said election, all in the time and in the form required
by law, and to provide absent voter ballots for said election for
use by electors of the City of Bakersfield who may be entitled
thereto in the manner provided by law.
6. That the Board of Supervisors of the County of Kern
is hereby authorized to canvass, or cause to be canvassed, the
returns of said Special Municipal Elections with respect to the
votes cast in the City and to the votes cast for the office of
Councilmember in Ward 6 of the City of Bakersfield in said territory
affected by the consolidation herein and to certify such canvass
of the votes so cast to this Council.
7. That the City Clerk is hereby directed to transmit
and file certified copies of this resolution with the Board of
Supervisors of Kern County and the County Clerk of Kern County.
