SUBJECT: General Information
1 . We sent the Council's statement of position on the water issues to the Shafter city
council and city manager, as well as the involved water agencies.
2. The Mill Creek South RFQ and development proposal was released today. In
summary, the project includes the development of a minimum of 80 units of
affordable high-rise multi-family residences, 35 condominiums, and approximately
65,000 square feet of retail development on the proposed 10 acre site between
south Q Street and S Street and California Avenue and the BNSF railroad tracks; a
map is enclosed for your reference. May 15th is the deadline for interested parties
to submit their responses. We would then expect a negotiation period for up to 6
months before selecting the developers for the project. EDCD reports over 60
developers have expressed interest in the project.
3. The KernCOG Regional Awards of Merit will be held on Thursday March 6th at the
Petroleum Club. As a reminder, The Park at River Walk will receive an award in
the Local Government category and Luis Peralez will be honored in the category of
Transportation. The event flyer is enclosed; please contact Amber Lawrence if
you would like to attend.
4. The Police Special Enforcement Gang Violence report for January is attached for
your information.
5. Recreation and Parks' January activity report is enclosed.
6. The Streets Division work schedule for the week of February 12th is enclosed.

ADMINISTRATION
• Completed two major recruitments for supervisory level staff: Park
Superintendent and Recreation Supervisor II. The new park
superintendent, Darin Budak will start on February 20. Recreation
Supervisor II, David Stricker was promoted from within after going
through a national search.
• Other positions continue to be filled that were approved in the budget.
• 1 was part of the selection committee for consultants for the Sports
Village and for the 40-Acre Baseball park.
• Assisted in gathering information for the Sports Village EIR.
• Park reservations increased over last January by 60%; January 2007
showed 52 reservations, and January 2006 had 21.
• Becky assisted in completing the Budget Manual with other
departments.
PARKS PLANNING AND CONSTRUCTION
• Landscape maintenance agreements were completed with the
following entities:
1. City in the Hills Homeowners Association
2. Julian's Garden Homeowners Association
3. Kern Delta Water District and Lennar Homes
4. Castle and Cooke for University Park development
5. Castle and Cooke for Stockdale highway
• Agreement was completed with Centex Homes to develop an 8 acre
park near Alfred Harrell highway and Allegheny Court.
• A total of 11 acres was entered into a 360 day maintenance period.
This includes two park areas in the southwest, and some
streetscapes. It includes 834 shrubs and 311 trees.
• We entered into final acceptance of 1.6 acres of streetscapes in the
Northwest which included 98 trees and 510 shrubs.
PARKS DIVISION
• Aluminum table tops continue to be a hot item for taking, especially
targeting Saunders Park.
• Staff continues their work at Central park to remove the large picnic
areas.
• New filters and a new pool heater were installed at Silver Creek pool.
The filters required a two-day shut down, and the heater required a
one day delay in the swim team practice schedule. Components for
the filters came from Canada, which required customs clearance.
• The irrigation system in the Jenkins/Stockdale area is being choked by
tree roots, requiring a complete replacement. It is approximately 18
years old, so this may occur in other areas as the trees mature.
• Park staff continues to work with Bright House Networks in expanding
the range of WiFi in the park.
• Competitive bids were accepted for playground renovations at Castle,
Haggin Oaks, Jefferson and Seimon Parks. Installation bids will follow.
• Contractual tree trimming completed work at the Vineyards and
Wilson Park.
• A total of 282 trees were trimmed; 22 removed and 14 were planted.
• A few drinking fountains were damaged due to the freeze, and are
being repaired.
• Several plants were also damaged during the freeze, and total damage
is still being assessed.
• Rodent abatement continues - especially in the Northwest quadrant.
• Requests for graffiti removal also continues, but appears to have
slowed somewhat in recent months.
• Brush and debris were cleared at Pin Oak Park around one sump and
the west wall. New plant material replaced along the wall makes the
park look more open and walkable.
AQUATICS
• Attendance at McMurtrey Aquatics Center increased by 72% over the
same time last year. This is attributed to the popular lap swim
program of an increase of 457 swimmers over January, 2006. Total
numbers for all programs at McMurtrey were: 2,091 as compared to
1,215 in 2006.
• The Polar Bear Plunge on January 1St attracted a total of 280 people,
with 103 taking the plunge. One family had four generations taking the
slide into the icy pool. All local media covered the event, with one
weatherman taking the plunge.
• The first pre-season high school swim clinic was offered at Jefferson
pool this year with 18 swimmers.
• High school swim team practice started on January 29 at McMurtrey,
Silver Creek, and Jefferson. Diving practice is held at McMurtrey only.
ATHLETICS
• Ten teams competed in a winter softball tournament at Wayside and
Beach Parks.
• Registration for adult softball spring leagues continues through
February 15.
• Fences were repaired and plans are underway to improve the
condition of the playing fields, too.
• Staff is working to offer more adaptive type programming and
inclusion programs.
• A rental agreement was established with KCTA for use of Jastro tennis
courts.
• Joint events with NOR are in the works including a city-wide youth
basketball tournament and a track and field meet.
DR. MARTIN LUTHER KING, Jr. COMMUNITY CENTER
• Monthly attendance was 3,031 which included after school programs,
fitness, rentals and gym usage.
• Week long activities during Dr. Martin Luther King, Jr. birthday
celebrations included learning more about the man and the message
through fun experiences such as listening to his speech, creating a
timeline of his life's events, and a big birthday bash.
• The annual breakfast was held with about 300 participants.
• A rally was held at Casa Loma County Park, and city staff assisted
with setting up the stage.
• The Bakersfield Jam invited the kids from the center to participate in a
coloring contest which allowed them to go on the floor at halftime.
Two vans full of kids watched the game and participated in the
contest.
SILVER CREEK COMMUNITY CENTER
• The After School program focuses on fitness and nutrition, with kids
keeping a chart of their own healthy choices.
• One rental occurred in January for a birthday party.
• Various classes continue such as the popular Karate, Kardio Kick and
"Giggles, Wiggles and Squiggles" classes.
• Total attendance for classes on-site, offsite and after school for
January 2007 was: 1,864.

basins on Benton Street, between Wilson Road and Belvedere Avenue.
