Thursday, March 15th, will be a very important day for the City. The KernCOG Board is scheduled to meet to consider the prioritization of projects for the State Transportation Improvement Plan (STIP) Augmentation. Essentially, these are proceeds from the State bond issue which will partially "make up" for years of not getting our proper STIP funding. The Westside Parkway has been the top priority on KernCOG's list for many years. This year, we have been advised that, for projects that are ready, there is a chance to get more money than is normally allocated. The Westside Parkway and several other projects in the County are ready. However, the Westside Parkway is the only project large enough in cost and scope to bring a windfall of funds into the County. As with all competitive processes after years of everyone being shorted on money, this will be a spirited debate. Vice Mayor Hanson will be filling in for David Couch as our representative. We can discuss this in the Wednesday, March 14th Council meeting, during the report on the Westside Parkway. An explanatory report from Public Works is enclosed. 2. You are invited to attend the groundbreaking ceremony for the new Fire Station #5 will be held on Tuesday at 3:00 p.m. at White Lane, just east of Union Avenue. The media advisory is attached for your information. 3. Now that we have Christine Butterfield on board, she and John Stinson will split the staff assignments for the City Council Committees. We have done a slight realignment, as follows: John Stinson will be the staff representative for Budget and Finance, Community Services, Safe Neighborhoods and Community Relations, and the Water Board. Christine will be responsible for Legislative and Litigation, Personnel, Planning and Development, and she will also be coordinating the City/County joint meetings. 4. The Special Enforcement Gang Violence Report for the month of February is enclosed for your information. Honorable Mayor and City Council March 9, 2007 Page 2 5. An event to celebrate "Arbor Day 2007" will be held at the MLK Community Center on Saturday, March 17th at 8:00 a.m. The Recreation and Parks Department, Kern County Housing Authority, and the Tree Foundation of Kern are coordinating the event. An invitation is attached. 6. The exterior repairs at the Borton, Petrini & Conron Building are progressing very well, with work continuing on the exterior brick work. We also plan to do replacement of the caulking on the first floor windows. 7. Per the enclosed memo from Public Works, Keep Bakersfield Beautiful has received a $2,500 grant from Keep America Beautiful for participating in the Students for Recycling Contest. Six local elementary and high schools are participating in a contest that turns recycled plastic bottles into backpacks. 8. The Streets Division work schedule for the week of March 12th is enclosed. In addition, please be reminded, per the press release of March 8th, a construction project on Gosford Road between Panama Lane and Pacheco Road begins on Monday that will reduce traffic to one lane in each direction until the end of May. 9. This watershed bill changed the way major transportation projects were funded and brought much needed control to local governments who know best where to apply these transportation dollars. At that time, fund estimates indicated Kern County would be able to program about $450 million by the year 2006. Based upon the new paradigm to program transportation dollars and in good faith, Kern County embarked upon program to identify and deliver many needed projects throughout the region. Since these projects take many years to complete, a long term plan was developed. However, several tough budget years since SB 45's inception have caused many projects to be delayed. In fact, out of the $450 million that was originally estimated, Kern County has only been able to program about $250 million. The Kern Council of Governments established several policies regarding delivery of major transportation projects for the region. Two of these include funding projects that are ready to go to construction and trying to bring as much revenue as possible to the region. In November of 2006, a major transportation bond measure passed in California. This bond will place $2 billion into the State Transportation Improvement Program (STIP). As a result, the current STIP, will be augmented with new money bringing approximately $100 million more into Kern County. Additionally, we were told by CTC staff that if we had projects ready to go, more money (over and above the $100 million) could be available at this time by presenting a request for a large project that could capture these dollars. The only down-side of over programming these additional dollars is that we would essentially borrow against future allocations to the region. The Kern COG goals stated above are clear. We now have an extremely rare opportunity to bring significant dollars to the region. If we present our request to the CTC in a strategic manner, there is a possibility to bring an additional $100 million + to the region at this time. Based upon the uncertainty of past STIP cycle funding and cost escalations, we are strongly encouraging the Kern COG board to approve a request that will bring the maximum amount of funding to Kern County. STIP Augmentation memo.doc i—"M"O--ftft 14L.B A K E R S F I E L D City Manager's Office MEDIA ADVISORY FOR IMMEDIATE RELEASE CONTACT: Rhonda Smiley Friday, March 9, 2007 Public Information Officer (661) 326-3753 GROUNDBREAKING CEREMONY SET FOR NEW SOUTHEAST FIRE STATION AND POLICE SATELLITE STATION A special event to recognize the beginning of construction for the new "Fire Station #5" on East White Lane and Union Avenue will be held on Tuesday, March 13th at 3:00 p.m. The media and public are invited to join Mayor Harvey L. Hall, Councilmember Irma Carson, and other City officials to commemorate the occasion. The City's newest public safety facility, to be located at 106 East White Lane, will replace the fire station located at 700 West Planz Road. The current site on Planz is over 50 years old, lacks adequate street access, and does not accommodate the new apparatus and equipment now used by the Fire Department. The new building will serve a dual purpose, including a 7,125 square foot fire station and a 618 square foot police satellite station, allowing for both fire and police operations. It will be in a better geographical location for fire and police personnel to respond within their designated service areas. RRM Design Group was responsible for project design of the new fire station, and the construction will be done by Wallace and Smith Contractors. The estimated completion date is April, 2008. The cost to construct the new facility, estimated at $3.9 million, will be paid from several sources, including HUD funding, Community Development Block Grant entitlements, Supplemental Law Enforcement Services funding, and the Redevelopment Agency Southeast Project Area operating fund. Six local elementary and high schools are participating in the contest for a chance to win $1,000 and backpacks made from recycled plastic to be awarded to the top fifty collecting schools. The goal of this contest is to remove an estimated 45 million plastic bottles from the environment, while educating children on the importance of recycling and taking care of the environment. The contest runs from March 1St to May 1St and is sponsored by SAM'S CLUB, AQUAFINA and Keep America Beautiful. Participating schools will receive posters and their school names will be on a banner displayed at our local Sam's Club. Winning schools will be notified by September 2007. RECTOR, CHIEF OF POLICE-.Aq- {BAR 0 0 2007 DATE: March 5, 2007 SUBJECT: Citizens in Crosswalk in front of Homeless Shelter Council Referral No. 1712 (Ward 2) Council Member Couch requested staff provide a written response to the report of citizens allegedly assisting police in a recent incident at the crosswalk in front of the homeless shelter. The police department has conducted several "sting" operations relating to vehicles failing to yield to pedestrians in the crosswalk near the homeless center. All operations have only involved police staff. In regards to the allegations at the February 27`h Council meeting; I personally met with those individuals present at the meeting, inside the lobby while they were still at the meeting. They told me at no time did anyone from the police department request their assistance. Homeless Center residents began to notice when officers were in the area conducting traffic enforcement and wished to "help" the department; by walking across the crosswalk in hopes of getting a violation for failure to yield while officers were in the area. They, again confirmed no one was asked to walk across the cross walk by police staff; the residents did this on their own. advised the residents I could understand why they would want to "help"the department but enforcement efforts were the responsibility of the department.
