SUBJECT: General Information
1. The CTC hearings on the West Beltway take place next week, and we will be
sending a significant delegation. Assembly member Fuller has been particularly
helpful and supportive. The Chamber and others have sent letters of support.
Final decisions may not occur until May 6th.
2. The General Service's Anti-Graffiti program is making great strides in quickly
removing graffiti and responding to citizen and Councilmember requests to
remove graffiti. Ten years ago, the Anti-graffiti program consisted of five
employees operating two paint matching vans, two pressure wash trucks and
one pickup, and one supervisor handling "hotline" calls and working with
volunteers. The backlog of calls was 10 days or more.
Due to the increased awareness of the City Council through the years and their
willingness to make fighting graffiti one of the major priorities, the Anti-graffiti
program has been strengthened with the addition of employees, vehicles, police
officers and the introduction of the community prosecutors in the City Attorney's
office.
Today, General Services has six paint matching vans, six pressure wash trucks,
two "lead" Maintenance Craftworker II's who direct the removal efforts and work
with the various volunteer groups, and two Clerk Typists responding to graffiti
calls from our citizens and Councilmembers. The response time to hotline calls
is less than two days, with some calls being handled the same day. The Anti-
graffiti program is scheduled seven days a week and is making a noticeable
improvement in the condition of our city. The Police Department is making more
arrests and we are prosecuting more cases than ever before.
3. At the Joint City/County Planning Commission meeting, County Planning
Commissioner Wendy Wayne asked that Council and Board members attend
neighborhood meetings to observe community input into the Metropolitan
Bakersfield General Plan Update. A meeting is scheduled in each of the four City
quadrants, and anyone can attend any of the meetings. A schedule is attached.

4. Good news for the Southeast Creekview Affordable Condo project! EDCD has
been notified by CalHFA that the project has received an earmark of $2 million in
construction loan funds. These funds will augment an earlier land acquisition
competitive loan EDCD received from CaIHFA in the amount of $1 million for the
project.
5. Staff recently made a presentation to the Planning and Development Committee
on tentative plans for eventual assignments to the Borton-Petrini building. The
Committee asked that the summary information be passed on to each of you
through General Information. That information is enclosed.
6. Enclosed is a booklet provided by the Economic and Community Development
Department that focuses on affordable housing. This information will be updated
as projects near completion.
7. The Streets Division work schedule for the week of April 23rd is attached.
8. Responses to Council requests are enclosed:
In furtherance of the Council goal of resurfacing and reconstructing
streets, it is also necessary to improve the alleys. A memo from Public
Works is attached which outlines the proposed improvements.

SUBJECT: ALLEY MAINTENANCE
Many alleys within the City of Bakersfield are in poor condition. There is a need to make
improvements to the alleys through cleaning, pothole patching, resurfacing or
reconstruction. While it will take staff some significant time to review and prioritize all the .
alleys, there are approximately 270 miles of alleys within the City limits. While Street
Maintenance crews continue to make progress on the City Council goal of resurfacing
and reconstructing city streets, it is also necessary to make improvements to the alleys.
At this time we are limited by funding and manpower to make a significant impact in the
condition of the alleys. However, as a short term solution and immediate impact, one
crew will be assigned to patching potholes in alleys two days per week. In addition,
beginning in May we will begin to clean oilsand alleys in the central part of the City.
These will then be resurfaced beginning in June when the weather is consistently
greater than 850
.
We will also begin to improve some alleys as time and funds permit, by constructing
concrete v-gutters and resurfacing or reconstructing the asphalt concrete surface. This
will be done on a limited basis in response to complaints and based upon the Street
Superintendents review and prioritization. If we are unable to improve the alley in a
timeframe acceptable to the residents, they will be offered the opportunity to create an
Assessment District to resurface or reconstruct their alley. This would require the
residents to circulate a petition of request with a minimum of 75% of the residents on
each side of the alley agreeing to pay for the improvements.
When additional funding may become available, a long term solution would be for the
Street Superintendent to establish a priority list and recommendations for alley

resurfacing and reconstruction through visual observation of the alleys. Improvements
to the alleys would be made through a program of resurfacing and reconstruction and
constructing v-gutters where required. We propose working on alleys during the months
that are not our prime paving season. It is during this time that we reconstruct some City
streets and place the base lift of asphalt. While the crew is pulverizing and making the
street ready for the base lift, some crew members will be redirected to the alleys for
resurfacing. Using this method, we estimate that approximately three miles of alleys
would be completed each year. This will require: approximately $550,000 for materials
and contract services; two additional Service Maintenance Workers; a small paving box
with transport trailer. The additional Service Maintenance Workers would facilitate alley
cleaning and construction of v-gutters ahead of the paving crew. The remainder of the
year their primary function will be to patch and clean alleys. Purchase of the small
paving box with transport trailer is required to allow work in the confined alleys. The
paving box can be purchased for approximately $135,000 and the trailer for $40,000.

citizens to clean up after themselves in parks; include extra trash receptacles and
temporary signs during holiday periods; and consider a "Ban List" for groups who
are offenders.
Trash clean up is a major task for our park employees between April and October due to
heavy use every weekend in almost every city park. Park use is particularly heavy on
Easter and the Fourth of July holiday. The recent Easter weekend was exceptional in
that every city park area was reserved.
In anticipation of the Easter crowds, Recreation and Parks scheduled extra crews to
work on Saturday and Sunday with two (2) shifts per day. Extra trash cans were placed
at Yokuts, Beach, Wayside and others for the big weekend.
Educating the public to use available trash cans in our parks can be done several ways.
The "Keep Bakersfield Beautiful "(KBB) educational program on controlling trash and
litter in our community can be expanded to mention city parks specifically. A one (1)
page information sheet on the values of picking up your own trash and depositing it in
the proper trash containers and the dollar value can be attached to each park
reservation when issued. The Department could require a $50-$100 clean up deposit
fee with reservation. Staff would be required to monitor or inspect the area after the
group had completed its activity.
1) Recreation and Parks staff can partner with Keep Bakersfield Beautiful education
program on controlling trash in city parks.
2) Recreation and Parks Department, with City Council approval, may require an
extra $50-$100 deposit with each reservation. If the park area is clean, they
receive the deposit back.
3) Currently, if a reserved area is left littered, the name on the reservation gets
flagged for the next reservation.
4) When reserving an area, they will receive information on the importance of
picking up after themselves.
5) Staff will continue to provide extra trash containers on busy weekends. Staff will
work with Solid Waste and provide temporary containers for recyclables on
holiday weekends.

Council Member Benham requested staff respond to questions regarding an incident at the
intersection of Baker and Bernard. Staff to send letter of response.
Traffic Lt. Jay Borton researched Ms. McFadden's inquiry regarding two traffic accidents that occurred
at Baker and Bernard. The first accident which occurred in 2004 was an incident involving the Kern
County Sheriff's Department and the California Highway Patrol. The Bakersfield Police Department
was not involved in any way.
The second accident occurred on April 6, 2007; the accident damaged property at 631 Bernard Street.
Bakersfield Police responded and handled the accident and City Code Enforcement responded to
secure the building. There were employees of Ms. McFadden's business at the property next door
present at the time of the accident, and they were made aware of the damage.
A letter of response and a copy of the accident report have been mailed to Ms. McFadden.

Council Member Couch requested during the warm weather periods, police provide increased
patrol at the park at River Walk.
In response to Council Member Couch's request, the police department has been deploying bicycle
officers on the weekends since March 17, 2007. The bicycle officers' hours are currently 8:00 a.m. to
8:00 p.m. every Saturday and Sunday. These patrols will increase on May 1, 2007 to include Monday
through Friday from 4:00 p.m. to 8:00 p.m. Additionally, the police department will be launching the
new Park Security Program during the first week of May. The park security officers will be in marked
security vehicles providing more coverage during both day and night time hours.

Concrete repairs are currently being done in the Edmonton Street and Hann Avenue
areas. The concrete repair project needs to be completed prior to beginning the second
phase of street reconstruction in the area. The entire project will be finished by the end
of May 2007.
