SUBJECT: General Information
1. As a reminder, the first community meeting for the General Plan Update process is
Monday, May 7 th at the East Bakersfield Senior Center, 2101 Ridge Road, for the
northeast Bakersfield area. You received invitations in your April 20th General
Information packet for the schedule of four meetings to be held (May 7th 8 1 21St and
31St). It is suggested that you attend those meetings in or near your ward, since the
City Council and the Board of Supervisors are soliciting public input on the update of the
plan. Staff will be present to facilitate the meetings; it may not be necessary for you to
be present for the full duration of each session.
2. The revised annual population numbers are in from the State. Bakersfield now has a
population of 323,213. We remain the 11th largest city in California. Growth trends
show we will move to the 9th largest right around 2010, when we should pass Anaheim
and Santa Ana. Our growth rate the last year was 3.6%, which is close to our historic
norm. Numerically, we were the 5th fastest growing city in California.
3. Per the enclosed notification from Development Services Director, Stan Grady, there will
be an informational meeting on Thursday, May 24th to discuss the potential annexation
of the Union #14 neighborhood. Global Investment and Development has submitted a
request to Lafco for annexation of a property south of Madison Street and north of
Hoskings. If approved, it would create an unincorporated island — Union #14. Lafco
encouraged the developer to contact the property owners in Union #14 to see if they
would also be interested in annexing into the city. 76.1% indicated support or
indifference; the remaining 23.9% were opposed, but about half of that group is
interested in knowing more about sewer connection financial assistance that has been
proposed by the developer. A memo with a map of the proposed annexation area is
enclosed.
4. Beginning this Saturday, May 5th, The Police Department will launch a pilot security
program at parks located with the city boundaries. Similar to a 1999 program, it will
utilize unarmed civilian employees in distinctly marked Park Security vehicles equipped
with a police radio. Their role will be to act as "eyes and ears" in a security role and
notify on-duty police in the event of a need for law enforcement. It will provide an
additional level of park security during peak hours of use. The program will be
evaluated after six months, and a report will be provided to the Safe Neighborhoods and
Community Relations Committee.

5. Congratulations to Donna Kunz for being selected as the recipient of the 2007 John W.
Doubenmeier Award from the local chapter of the American Society for Public
Administration for demonstrating excellence in public service! She will be honored at a
luncheon on Thursday, May 24th at Bill Lee's.
6. The Special Enforcement Gang Violence Report and the Graffiti Statistics Report for
April are enclosed.
7. The Spring/Summer Recreation and Parks program brochure has been sent to
households throughout the city. It includes information on our summer day camp
programs, learn to swim programs, and free events at various locations.
8. The Spring Splash Carnival at McMurtrey Aquatic Center will be held Saturday, May
12th, starting at Noon. Demonstrations, games, pool safety and a chance to just swim
are all part of the day's activities.
9. In cooperation with the Ice Sports Center, Recreation and Parks offered the first
Adaptive Ice Skating session on Tuesday, May 1st. Sessions will be on held once a
month during the summer.
10. The Streets Division work schedule for the week of May 7th is attached.
11. A response to a Council request is enclosed, as follows:

Subject: Union #14 — Annexation 590
The City will hold a neighborhood meeting on May 24, 2007 at 6:30 p.m. at Golden
Valley High School to discuss the potential annexation of Union #14. See the
attached map for more detail.
Global Investment and Development submitted an application to annex a property
south of Madison Street and north of Hoskings. Kern LAFCo will consider action on
this property, also known as Annexation #523 on June 26, 2007. If LAFCo approves
the annexation it would create an unincorporated island. That island is Union #14.
LAFCo encouraged the developer to contact property owners in Union #14, the
potential island, and inquire if they too would consider annexing to the City of
Bakersfield. Global Investment and Development surveyed those property owners
over the past several months. Global asked if residents were interested in annexing
to the City. In addition, they asked if property owners in Union #14 would be
interested in annexing if the developer provided financial assistance for sewer
connections. Of those surveyed, 76.1% indicated support or were indifferent to
annexation. About half of the 23.9% that oppose annexation, about half indicated
that they would like to learn more about the sewer connection financial assistance
proposed by the developer.
Staff will meet with the developer to learn more about what level of financial
assistance will be offered to property owners. That meeting is scheduled next week.
Please direct questions or concerns related to this annexation to the City Manager's
Office.

SUBJECT: Re: Excessive Dogs At 6417 Plaquemines

Councilmember Sullivan requested staff to respond to a complaint from Tim Holding at 6504
Shreveport Ct. regarding an excessive amount of dogs (6 outdoor and 3 indoor dogs) at 6417
Pla uemines Dr. (Code Enforcement Case#07-3688).
Code Enforcement responded to a complaint regarding too many dogs at 6417 Plaquemines Dr.
After the 5th attempt, the Code Officer finally made contact with the owners on April 26, 2007,
the Officer did see a total of nine dogs; all the dogs were over twelve weeks old. Code
Enforcement informed the owners they were in violation of the Municipal Code BMC 17.10.020,
and they were only allowed 3 adult dogs. The owner said he would get rid of the dogs by
Saturday, April 28, 2007. The Code Officer did a follow up and found the owner was not able
to get rid of the dogs. He was issued a citation, and a 7-Day Notice to abate the violation was
sent.
The re-inspection was made and the violation still exist, a Second Notice to appear at a hearing
will be sent.
