We have great news — the CTC has officially approved an additional $45.2 million in STIP Augmentation funding for the Westside Parkway, as was recommended by their staff! We thank them for allocating the funding, as well as all those who supported our request. We will move forward quickly to put the needed dollars to work! They also approved a 3 month extension to the Fairfax overpass which was required to get the contract bids awarded. 2. Budget adoption is scheduled for June 20th. If you have any proposed revisions that have not been discussed, please let us know before that evening as finding revenue sources and balancing at the last minute can be problematic. 3. In their quest to raise funds for the refurbishment of the entry monument signs, Vision 2020 recently received a very generous offer that has caused them to reevaluate the concept approved earlier this year by the City Council. The owner of StructureCast, the concrete company that manufactured the original pre-cast concrete signs, has offered to donate new signs to replace the existing north and south signs on Highway 99. In addition, the offer includes relocating the north sign to the future location at the 7th Standard Road interchange, as well as two additional signs for future placement at east and west locations, yet to be designated. The new donation offer allows the ability to change the concept to a less expensive and lower maintenance design than the current plan which involves painting a mural on aluminum panels. Vision 2020 is considering design options, but they envision a much simpler concept, with the Bakersfield "leaf" logo etched into the concrete, which will be colored. When the new design and costs are known, we will bring a revised proposal forward for the Council's consideration. It is, of course, unusual to bring back a Council decision, but this circumstance came about as a result of the unexpected concrete donation. Please call if you have questions or concerns. 4. The San Joaquin Valley Air District encouraged staff to apply for a grant to help convert the greenwaste facility to clean electric power. Unfortunately, the Air District has declined our $3.0 million grant application, citing that there is no district funding available now. Staff is now pursuing the possibility of funding from developers who need to obtain air emission reduction credits in exchange for clean air projects such as this one. Honorable Mayor and City Council June 8, 2007 Page 2 5. We have updated our annual "Building Fee Comparison" survey from nine jurisdictions in California. The study shows for specified assumptions and a building value, that Bakersfield fees are at $18,155, and the average for the survey cities is $28,226. 6. CSUB has advised us that the bicycle path through California State University, Bakersfield will be closed near Kroll Way for an indefinite period, effective June 11, due to the construction of the new Student Recreation Center. 7. Due to popular demand, all five spray parks are now open for longer hours: 9:00 am to 8:00 pm, seven days a week. Locations are: Beale Park, Dr. Martin Luther King, Jr. Park, Jefferson Park, Planz Park and Wayside Park. 8. Movies in the Park series continues this Friday at Seimon Park with "Charlotte's Web", starting at dusk. 9. Beale Band concerts have started, with the first one last Sunday evening attracting about 500 people to the park. This Sunday at 7:00 pm we will feature our Clogging class prior to the start of the concert which starts at 8:00 pm. 10. Silver Creek hosted its first concert of the season on Tuesday night. On Tuesday, June 12, "The Fugitives" will perform at 7:30 pm. 11. One hundred and ten (110) softball teams have enrolled in our summer program which is the most we have ever registered for summer. 12. Summer day camps at Silver Creek and Martin Luther King, Jr. Parks are both full. 13. The Graffiti Unit statistics for May, 2007 are attached. 14. The Streets Division work schedule for the week of June 11th is attached. 15. City of Shafter officials desire to improve the capacity of 7th Standard Road near the Mustang Way area by limiting direct access to the Susan ard2 ham highway and providing alternate access elsewhere. In addition,the City of Bakersfield and the City of David Couch Shafter entered into an agreement outlining our respective responsibilities for Ward a the 7th Standard Road construction defined as the center line of the road. Jacquie Sullivan In order to assist the City of Shafter in its desire to improve this portion of 7"' {f irrd 6 Standard Road, I would make the following suggestion: The Metropolitan Lack f�ard Bakersfield Transportation Impact Fee program contains provisions to fund G 7 and er the widening of miscellaneous gap locations. Since the roadway segment is within Kern County jurisdiction, perhaps the County could fund the $300,000 necessary for this work through the"miscellaneous gap projects" section of the TIF program. If the above approach could be accomplished, I would be happy to meet with you and/or your staff to discuss how this could be brought to fruition.
