Attached is an announcement from SMG that The Flashco Board Room will open at Rabobank Arena October 1, 2007. Flashco Inc. signed a seven year naming rights deal worth $980,000 this week to transform the Rabobank Arena Club Room into the Flasco Board Room. We would like to thank Steve Womack and Flasco for bringing this deal to fruition. 2. Two major bids were opened this week. Both are in the process of verification and checking, but it appears that the Fairfax/178 Interchange bids will come in below the engineer's estimate! The Wastewater Treatment Plant bids appear to be within the amounts that our anticipated bond issue will cove, with only a modest adjustment in the bonds. The bond documents will appear on the July 18 agenda. The bid awards will appear on the August 15th agenda. Improvement in the bid market with more competition than we have had the last few years is a big potential positive for our future road contracts. 3. The San Joaquin Valley Railroad has responded, in the attached letter, to our request to change the SJVR train schedule to avoid congestion issues at the State Route 58 crossing of the Minkler Spur. SJVR cannot change its schedule, but assures us it will do everything it can to ensure blocking of intersections is kept to a minimum. 4. Attached is a letter from Senator Roy Ashburn supporting our position in opposing the funding formula proposed in Senate Bill 748 and Assembly Bill 1351. If these bills are passed, they may limit the $1 billion of the Proposition 1B money set aside for the State-Local Partnership Program to local agencies that can match the state funding with local sales tax revenues. 5. Please remember I am on vacation the week of July 16th to the 20th. John Stinson will be in charge and will handle the Council meeting on the 18th and related matters. 6. Recreation and Parks' activity report for the month of June is enclosed. 7. The list of "High Five" award recipients for the second quarter of 2007 is enclosed. Box 937 Exeter, CA 93221 Dear Mr. Gauthier: In recent years, Bakersfield has experienced unprecedented growth, causing heavy congestion on city streets during peak travel times. One of the greatest impacts has been to State Route 58 (Rosedale Highway), where as many as 54,000 vehicles travel every day according to Caltrans traffic volume information. The City has been exploring the installation of a grade separation at the State Route 58 crossing of the Minkler Spur; however any construction would be a number of years off. Fairly regularly, train traffic crosses this at-grade crossing occasionally blocking it for more than 10 minutes while railroad operations occur. While we understand the rights the San Joaquin Rail Road to operate this rail line as they see fit, the City of Bakersfield would like to request whether the scheduling of rail traffic at this location not during peak commuter times of 7:00 a.m. to 8:30 a.m. and 4.00 p.m. to 6 p.m, could be explored and discussed. The City understands the importance of regional freight traffic and the San Joaquin Valley Railroad's role in facilitating goods movement throughout the Southern San Joaquin Valley. Schedule modifications may not be possible for this line, but we would greatly appreciate your giving this matter consideration. In addition, we are working on some other transportation projects that could perhaps benefit the Minkler Spur (a new bridge at State Route 99) and would also like to talk to you and/or your staff regarding these projects. It is always helpful to hear directly from the City of Bakersfield regarding legislation before the California Senate. As you know, Proposition 1B allocates $20 billion in bond money for California's various infrastructure needs. One billion dollars of the bond money was set aside for the State-Local Partnership Program. Senate Bill 748 and Assembly Bill 1351 however, have sought to limit this funding only to local agencies that match exclusively state funding with local sales tax revenues. If these bills are passed it will deny many local agencies much needed funding for local transportation needs. I support the position of the City of Bakersfield in opposing this funding formula. Senate Bill 748 passed the Senate on June 6, 2007, and has been sent to the Assembly's Transportation Committee for consideration. Assembly Bill 1351 passed the Assembly on June 6, 2007, and has been referred to the Senate's Transportation and Housing Committee for consideration. Rest assured that I will keep your thoughts in mind as these bills are further debated in the Senate. Your comments and suggestions are greatly appreciated. Best regards, Roy Ashburn B A K E R S F I E L D Department of Recreation and Parks Date: July 6, 2007 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: June Monthly Report ADMINISTRATION: • The Recreation and Parks Department received notification from the State Resources Agency that the City of Bakersfield was awarded full funding for our grant request of$1.4 million. The completed project will use recycled and natural material to construct observation areas, paths, a bridge and information kiosks on the significance of the river and canal system to Kern County. It will be located along the bike path just north of Golden State Highway. • 4.4 acres were received into final acceptance in June. • Aera Energy held their family picnic at The Park at River Walk to rave reviews. • Installed banners for pavilion naming rights at The Park at River Walk. Lenox Homes is the first company to complete the naming rights deal for pavilions. PARKS DIVISION: • Renovation of Seimon Park playground was completed on June 8. • Severe vandalism to the shelter at Pin Oak Park was repaired by the craftworker section and painted by general services. • Handrails were installed at Beale Park amphitheatre prior to the concert in the park series. • 929 plantings were completed in June. This includes trees, groundcover and shrubs. • Parks staff are attending trainings in playground safety, harassment, and personal safety while on the job. "We create a quality community through people, parks and programs" • 342 trees were trimmed for line-of-sight and clearance issues. • Approximately $6,000 was spent to repair damage to sprinklers and other vandalism in the parks. AQUATICS: • Overall pool attendance in all city pools is up by 33% over the same time last year. That percent equates to an increase of 10,485 visitors. • Especially noted is that Martin Luther King, Jr. Pool attendance is up 160 over last June. This is due to reducing the admission price to $1.00 and using the $10,000 First Five Grant. • Teen nights and Family Fun Nights are offered on Friday nights at McMurtrey Aquatic Center and are gaining in popularity each week. • The 100 mile club is expanding with now 298 members. • Attendance charts for each pool are attached. ATHLETICS: • A total of 110 teams entered the summer softball program this year for an increase of 10% over last year. This equates to about 12,000 attendees at the five parks: Patriots, Planz, MLK, Beach and Wayside. • T-ball games and clinics attracted 100 kids at Silver Creek Park. • Pee Wee sports camps and T-ball is designed for the 3-5 year olds to be introduced to various sports. Both programs had a total attendance of 352 in June. • Twelve participated in the golf lesson program. • Adaptive Ice Skating started for those with physical and developmental disabilities. 15 participants came and were assisted by "Ice Angels." • In cooperation with Terrio Fitness, staff assisted with a new event called Freedom Run intended to get families active. Only 15 people attended this first event, with more in the future planned. • Beale Band concerts were popular this year with a total attendance of 2,675 for five concerts. New this year was highlighting some of our own participants from programs such as clogging, belly dancing, and ballroom dancing. Performances from these activities started at 7:30 with the regular concert starting at 8:OOPM. For Fathers' Day, drawings were held for giveaways, and on July 1St, everyone received a hand held flag. Shaved Ice was available for purchase. "We create a quality community through people, parks and programs" DR. MARTIN LUTHER KING, JR. CENTER: • 70 kids are enrolled in the Camp King program this summer. They participate in activities such as swim lessons, trips, nutrition classes, sports, craft projects and education pro rams. They will be putting on a talent show for the public on July 19 h. • Movies in the Park series continue to attract over 400 people at each park. The next one is Friday, July 13th and will feature our new screen and projection system. It will be at Pin Oak Park and will feature the movie: "Over the Hedge." • Planning is underway for the Good Neighbor Festival which will be held at MLK Park on October 20th SILVER CREEK CENTER: • Each week is full, and each week is a different theme with guest instructors. Kids are exposed to art, music, puppetry, fun science and field trips to museums, theatre, skating and swimming. It is very popular and fun. • The summer concert series known as Musicfest is sponsored each year by Castle and Cook every Tuesday in June. A total of 920 people attended this year's series with local bands performing free concerts in the park. • Rentals at the pavilions and center were popular in June for a total of 20.
