We have been notified by Congressman McCarthy's office that the Federal Judicial Conference has granted budget approval today for the federal courthouse project in Bakersfield. Now we await the response from the GSA on the results of their feasibility study of the Central Park site. We are told that study should be completed later this month. Congressman McCarthy's assistance at the federal level is very much appreciated! 2. The most recent quarterly sales tax data is in, and as expected, sales tax revenues are in slight decline compared to the prior year. We believe that our conservative budgeting practices have provided sufficient coverage for this downward trend. However, we will continue to closely monitor this extremely significant source of general fund revenues and keep you apprised of any potential impact this trend may have on the City budget. 3. Please join us for a press conference to be held on Monday, September 241h at 10:30 am. Mayor Hall will be making an announcement regarding a new lease with Regal Theater and future improvements to the East Hills Mall. The press conference will be held at the East Hills Mall, Suite C67, which is at the east end of the Mall at Gottschalks. 4. Doug Greener and Tyler Hartley are being promoted to the position of Deputy Fire Chief. The promotions will become effective in December when Chief Clason and Chief Blair retire. Congratulations to both Chief Greener and Chief Hartley. 5. Beginning October 1, Jack LaRochelle, Assistant Public Works Director, will be temporarily assigned to the Water Resources Department for a valuable cross training opportunity. During this assignment, all existing Public Works duties and responsibilities will be reassigned to other Public Works staff to allow Mr. LaRochelle to be fully engaged in the Water Resources Department. 6. Staff is working on a plan to accelerate the Phase 1 construction of the 34th Street streetscape project which is from "Q" Street to Union in the hope we can start construction this year. 7. Staff attended a CTC meeting this week. The preliminary indication is that Kern County will get $58.8 million in the 2008 STIP cycle. Sixty percent (60%) of that will be the urban share where the westerly extension of the West Side Parkway beyond the current funded portion (Coffee Road) is the priority. While it is preliminary information and is subject to contingent circumstances, but it is good early news. Honorable Mayor and City Council September 21, 2007 Page 2 8. The Economic & Community Development Department received good news this week from Golden Empire Affordable Housing Incorporated (GEAHI) that they obtained preliminary approval of tax credit financing for Phase II of the Village Park Senior Apartments adjacent to the Parkview Cottages at 21s' & "R" Streets in downtown. When complete, the project will consist of 60 affordable rental units. The City has committed $2 million in HOME Investment Partnership funds for construction of the project. 9. Enclosed is an update on discussions with the Kern County Network for Children regarding possible improvements to Stiern Park within the Greenfield School District. 10. The second public meeting for the Beach Park skatepark expansion is Tuesday, September 25" at 6:00 pm in the Corporation yard lunchroom. 11. The Special Enforcement Gang Violence Report and Recreation and Parks monthly report for August are enclosed. 12. The Streets Division work schedule for the week of September 24th is enclosed. 13. ROJAS, PUBLIC WORKS DIRECTOR SUBJECT: TEMORARY ASSIGNMENT FOR ASSISTANT PUBLIC WORKS DIRECTOR Beginning October 1, 2007, Assistant Public Works Director, Jack LaRochelle, will be temporarily assigned to the Water Resources Department. This temporary assignment will last approximately 6 months and will be used to both assist the Water Resources Department and provide a valuable cross-training opportunity for Mr. LaRochelle. During this temporary assignment, all existing Public Works duties and responsibilities will be reassigned to other Public Works staff. This will allow Mr. LaRochelle to be fully engaged in the Water Resources Department without outside distractions. Mr. LaRochelle has been with the Department for nearly 19 years beginning in the Traffic Engineering Section of Public Works. He was promoted in 1993 to manage the Design Section and has been given increased responsibilities ever since. In early 2001, Mr. LaRochelle served as Interim Public Works Director which lasted approximately 6 months. This temporary assignment will allow Mr. LaRochelle to gain knowledge and experience within the Water Resources discipline. jacks reasignment memo_091907 C a� ?UU7 /0 • B A K E R S F I E L D Department of Recreation and Parks Date: September 19, 2007 To: Alan Tandy, City Manager �4_41_ From: Dia a Hoover, Director of Recreation & Parks Subject: Stiern Park Improvement in regards to an Email request to City Council Representatives from the Kern County Network for Children requested a meeting to discuss possible improvements to Stiern Park within the Greenfield School District. A group of people regularly use the park Monday-Friday and they asked for three main items: • Repair the drinking fountain • Install a walking path around the park perimeter • Install a restroom facility The results of the meeting with Recreation and Parks staff were: • Immediately repaired the drinking fountain. • Will receive cost estimates for a walking path and make a request in next year's CIP cycle. Staff also encouraged the group to seek grants that may be available through the schools or other sources not always available to cities. • Putting a restroom in one of the small, existing neighborhood parks presents bigger issues. Staff discussed with the group some of the hurdles such as getting overall support from surrounding residents and the huge expense. A restroom at Stiern Park is not in the CIP plan, nor would it be a high priority from this department. The group seemed satisfied with the proposed path, and staff will stay in touch with them as we get closer to installation. They discussed succession planning and branding of park and recreation agencies. • Accepted 2 acres in the Northeast landscape district. • Finalizing last stages of the Recreation and Parks Master Plan. • Staff continues to work with Public Works Departments on Mesa Marin, Aera Park, Sports Village and Greystone Park. • Worked with Bob Lerude from Kern County on Casa Loma Park wet playground proposal and presentation to the joint City-County council meeting. • Progress on Agency Accreditation is moving forward. Several other departments are involved in assisting us in this self assessment process. PARKS DIVISION • Parks staff conducted a public meeting on the Skate park expansion project on August 8. A series of meetings were held with various attendees throughout the month to answer their concerns about the future stage of development. • Received two portable security cameras to be used in various park locations in the coming months. A permanent camera will be installed at Dr. Martin Luther King Community Center. • The Kern River Parkway Foundation requested staff's assistance in their tree planting program along the bike path. • The sidewalk was repaired in Haggin Oaks Park. "We create a quality community through people, parks and programs" • The Parks Division is very close to being fully staffed. • New plantings included mostly shrubs: 1,114— 1 gallon size and 382 — 15 gallon size. • Other projects included netting at Wayside Park from the softball fields, Beach Park well site and Beale Park ADA ramp at the small amphitheater. • Number of trees trimmed: 511. Number of trees removed: 22 • Vandalism repairs continue to occupy workers' time including sprinkler head repairs and graffiti removal mostly; totaling approximately $2,100.00 • The landscape and irrigation project at Stockdale/Jenkins is targeted for completion this fall. • Stainless steel fixtures will be used to replace many of the previously damaged porcelain fixtures which will be damaged less often. • The rehabilitation of Wayside wet playground is completed. SPECIAL PROJECTS • Only four benches remain at The Park at River Walk to be named. Benches continue to be purchased for placement in other areas. • A fundraiser for the Skate park expansion is planned for September 19th at Rubios and Coldstone Creamery. • Plans continue to take shape for the Fall Festival on October 27 and 28 at The Park at River Walk. AQUATICS • The summer pool season ended with an overall increase of 55% or 32,370 above last summer. • In August alone, attendance was up by 4,650 visitors. At McMurtrey, the total was 9,856 which were 1,902 more than last year. • The 100 Mile Club held its first Social on August 16th with special guests Mayor Harvey Hall and Gabe Woodward, Olympic medalist. • Special events included a Float— in movie with 127 people in attendance to see "Shark Tale" • Attendance charts attached. ATHLETICS • The 110 team summer softball program ended with the winners receiving shirts and trophies. • The Fall softball program now has a 16% increase over last fall for a total of 93 teams. • Adaptive Ice Skating had 11 participants on August 7th • Staff continues community outreach by attending events and meetings related to health, wellness and adaptive programming. New programs for fall include adaptive bowling, basketball and ice skating in addition to Pee Wee Sports, Flag football and golf. "We create a quality community through people, parks and programs" SILVER CREEK COMMUNITY CENTER • The After School program got underway at the center with an average daily attendance of 30. Capacity is 50, and staff expects to reach that in the next few weeks. • Silver Creek is a popular destination for rentals with a total of twelve for the month. • The Teen Drama camp was a big success with two weeks of intense acting skills displayed. It culminated in a production for friends and families. • One of the weeks at summer day camp created a mural which may be displayed at the Kern County Fair. DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER • Attendance in programs increased by 52% over the same time last year. • Three rentals occurred including a basketball tournament, a family reunion and a volleyball rental. • Two movies in the park were held in August: one at The Park at River Walk and the other at MLK park. • Plans for the Good Neighbor Festival are progressing well with much community involvement. It will be on October 20th from 11:00 to 2:00 at MLK Park. • Construction has begun on the Community Garden, with a kick-off planned during the Good Neighbor Festival. • Staff continues outreach in the community by attending Gang Violence meetings, Rotary and also California Park and Recreation Society meetings. The Police Department-Traffic Section and the Public Works Traffic Engineer reviewed the request. Bicycles are not prohibited from using sidewalks except in the Central Traffic District (downtown) or in the Old Town Kern district. The usage would be similar to a bike path, such as the Kern River Bike Path. The Caltrans Manual for bikeways recommends a twelve (12) foot wide path when pedestrian usage is expected. Based on the Police Department and Traffic Engineer comments, a multi-use sidewalk should be a minimum of twelve (12) feet wide to accommodate both pedestrian and bicycle traffic. The Subdivision Design Standards for sidewalks would need to be revised to include a multi-use design and include criteria for use.
