SUBJECT: General Information
1. On October 4`h and 5" the department heads and my office will be doing our annual strategic
planning session. People in each department will be designated to deal with any particular
problems that arise and the office will be able to contact us regarding anything of great
significance.
2. 1 am pleased to announce that Steve Teglia will be the new Administrative Analyst III in the City
Manager's Office. Steve is the Vice President of Governmental Affairs at the Chamber of
Commerce. He will begin here around the end of October.
3. Enclosed is a memo from the County notifying us that the Board of Supervisors has formally
dissolved the Transportation Funding Task Force. We will continue to hold transportation
meetings with County staff.
4. Enclosed is a schedule of the work to occur for the Mill Creek demonstration project in Central
Park. Eleven trees will have to be removed in October that lie within the revised water/lake
area. In later stages of the project other trees will also have to be removed, but all efforts will be
made to save as many as possible. All removals will be replaced on a 2-1 or higher basis.
5. The Streets Division work schedule for the week of October 1 sc is enclosed.
6. Responses to Council requests are enclosed, as follows:
Councilmember Carson
• Sewer odors and street conditions near Baker Street; and,
Councilmember Benham
• Parking regulations at 2515 F Street.

The basic outline above means that most of Central Park would be fenced off for construction

SUBJECT: Sewer Odors Near Baker Street
Council Referral No. 001818
Councilmember Carson requested staff look into abating the sewer odors in the area
between Baker Street and Jackson Street, and the road conditions in the area.
I toured the area north of Jackson St, east of Tulare St, south of Kentucky St, and west
of Beale Ave. I was not able to smell any sewer odors in this area. The gutters
appeared to be clear of liquid and debris for all of the area except for the north side of
Jackson St between King St and Beale Ave. The road conditions in the area also
appeared to be in good condition with the exception of Jackson St between King St and
Beale Ave. The City's Street Division has been informed of the condition of this street
and plans to clean the gutter. Jackson St is an oilsand street and the City is currently in
the process of converting oilsand streets to asphalt-concrete when possible.
Solid Waste regularly visits this section of town weekly on Thursday or Friday to clean
up illegal dumping and bulky items. Three major clean-ups were conducted last year
when requested by BPD or Code Enforcement, which also included removing homeless
encampments.
The attached letter has been prepared to inform Mr. Amir of the City's findings, but I do
not have his contact information.

I am responding to your comments during Public Statements at the City Council
meeting on September 12, 2007, at the request of City Councilmember Carson.
On Friday, September 21St, I toured the area north of Jackson St, east of Tulare St,
south of Kentucky St, and west of Beale Ave. I was not able to smell any sewer
odors in the area. I observed the condition of the street and gutters in this area. All
of the streets appeared to be in good condition with the exception of Jackson St,
between King St and Beale Ave. All of the gutters were clear of liquid and debris
with the exception of the gutter on the north side of Jackson St, between King St and
Beale Ave.
I informed our Street Division of the conditions on Jackson St between King St and
Beale Ave. I was told that this street is an oilsand street, and the City is currently in
the process of converting oilsand streets to asphalt-concrete. Street Division plans
to clean the gutters, but the repairs to the streets may only be made during times of
warmer weather.
Our Solid Waste Division visits this area weekly on Thursday or Friday to clean up

SUBJECT: COUNCIL MEETING ON SEPTEMBER 12, 2007: RESPONSE TO
PARKING REGULATIONS AT 2515 F STREET

COUNCILMEMBER BENHAM REQUESTED STAFF RESPOND TO A BUSINESS OWNER'S
QUESTION REGARDING PARKING REGULATIONS AT 2515 F STREET.
In response to a referral to the Development Services Department by Councilmember
Benham, this memorandum addresses the issue of parking regulations for 2515 F Street
in the event the existing building needs to be rebuilt due to fire damage.
Pursuant to Section 17.58.110 of the Bakersfield Zoning Ordinance, restaurants outside
of the "central district" are required to provide one off-street parking space per 75 square
feet of gross floor area; the subject property is situated just beyond the northern
boundary of the central district. Based upon staff's review of an aerial photograph of the
property, the property contains an approximately 3,000 square foot building and
approximately 10 off-street parking spaces. Under current zoning standards, the
existing restaurant use would require approximately 40 off-street parking spaces.
Therefore, the property's off-street parking capacity is considered to be legal non-
conforming for the present restaurant use.
The existing building on the property may be restored up to its pre-damaged size with no
increase in the amount of off-street parking if it is involuntarily damaged or destroyed by
fire, other catastrophic event, or the public enemy, provided building permits for
reconstruction of the building are obtained within two years of the date of damage and
construction is completed within three years of the date of damage.
