Enclosed is a letter to the General Services Administration with updates on our progress with "Mill Creek" and encouraging the location of the Courthouse in our plan at Central Park. 2. Public Works is in the process of preparing the plans and special provisions for advertisement of the Allen Road Bridge project. The plan is to advertise the project the first week of November with the bid opening date in early January 2008. 3. The Fall Festival at The Park at River Walk will be held all day this Saturday and Sunday. It will feature family and children's activities, costume contests, a hay maze, arts and crafts, a farmer's market area, and lots of entertainment. The Bright House Networks Amphitheatre will feature the John Corbett Band on Saturday night at 7:00 p.m. The best part— it is all free! 4. The design of the Sports Village continues to evolve. If you are in the City Manager's Conference Room, there is an artist's rendering of the latest layout that will be presented to the Community Services Committee at its next meeting. 5. The Fire Department wants to remind everyone to observe the enclosed Halloween safety tips on October 31St 6. The Streets Division work schedule for the week of October 29th is enclosed. 7. Kane Director, San Francisco Service Center (9PF) U.S. General Services Administration 450 Golden Gate Avenue San Francisco, CA 94102-3434 Dear Mr. Kane: As we eagerly await your findings concerning the feasibility of Central Park as the preferred location for the proposed Courthouse facility, I feel it is important that we provide you an update on our local progress concerning additional public improvements and private development planned in the near vicinity of this proposed Courthouse location. You may recall my staff has been diligently working on a new waterfront plan that will refurbish the Kern Island agricultural canal into a scenic urban stream lined by several new mixed use developments. This redevelopment vision, called "Mill Creek", has several components that have significantly advanced towards implementation since we last visited with you. We expect to be awarded the required financing for the creek and linear park public improvements in late November, and, using other internal resources, have already begun a major renovation to Central Park that will include a new lake and other visitor amenities. Two street crossings, one north of Central Park on 21St street and the other south of Central Park on 18th Street, will also undergo major construction renovations this winter to include a new Mill Creek themed pedestrian crosswalk and lights, and will incorporate decorative vehicle speed controls to encourage safe pedestrian utilization. My redevelopment staff is negotiating with a developer concerning a mixed use plan to include commercial and residential development on about 2 acres along 18th street and the canal. They are also in negotiations to purchase the Catholic Charities facility on 18th street that is adjacent to the canal. With over $15 million to be expended in the Mill Creek public works improvements, your employees and patrons of the court will appreciate the many new restaurant and shopping amenities that will be located in the vicinity of the Courthouse. As you can see, we are serious about our redevelopment plans for this area and are rapidly moving them forward. I hope you see the vision of this plan and recognize the outstanding opportunity to be realized by you choosing to locate the Courthouse in our plan at Central Park. The Bakersfield community is excited and supportive of the waterfront plan. I encourage you to consider the many benefits you will realize with this choice location and hope your decision is shortly forthcoming. Watch for children walking on roadways, medians and curbs. Enter and exit driveways and alleys carefully. At twilight and later in the evening, watch for children in dark clothing PARENTS Make sure that an adult or an older responsible youth will be supervising the outing for children under age 12. Plan and discuss the route trick-or-treaters intend to follow. Know the names of older children's companions. Instruct your children to travel only in familiar areas and along an established route. Teach your children to stop only at houses or apartment buildings that are well-lit and never to enter a stranger's home. Establish a return time. Tell your youngsters not to eat any treat until they return home. Review all appropriate trick-or-treat safety precautions, including pedestrian/traffic safety rules. Pin a slip of paper with the child's name, address and phone number inside a pocket in case the youngster gets separated from the group. COSTUMES Only fire-retardant materials should be used for costumes. Costumes should be loose so warm clothes can be worn underneath. Costumes should not be so long that they are a tripping hazard. (Falls are the leading cause of unintentional injuries on Halloween.) If children are allowed out after dark, outfits should be made with light colored materials. Strips of retro-reflective tape should be used to make children visible. Masks can obstruct a child's vision. Use facial make-up instead. When buying special Halloween makeup, check for packages containing ingredients that are labeled "Made with U.S. Approved Color Additives," "Laboratory Tested," Meets Federal Standards for Cosmetics," or "Non-Toxic." Follow manufacturer's instruction for application. If masks are worn, they should have nose and mouth openings and large eye holes. ACCESSORIES Knives, swords and other accessories should be made from cardboard or flexible materials. Do not allow children to carry sharp objects. Bags or sacks carried by youngsters should be light-colored or trimmed with retro- reflective tape if children are allowed out after dark. Carrying flashlights will help children see better and be seen more clearly. OUTSIDE Children should understand and follow these rules: Do not enter homes or apartments without adult supervision. Walk, do not run, from house to house. Do not cross yards and lawns where unseen objects or the uneven terrain can present tripping hazards. Walk on sidewalks, not in the street. Walk on the left side of the road, facing traffic if there are no sidewalks. TREATS Give children an early meal before going out. Insist that treats be brought home for inspection before anything is eaten. Wash fruit and slice into small pieces. When in doubt, throw it out.
