SUBJECT: General Information
1. Attached is the most recent correspondence from GSA regarding the proposed Federal
Courthouse. Progress is being made!
2. Attached is the proposed press release for the $5.2 million of Prop. 1 B funds that we will
be receiving and plan to put to use to reduce congestion and improve traffic flow.
3. Attached is a letter from the City Attorney's office in response to a citizen's inquiry into
the City's sewer connection policy for annexed areas.
4. Staff made a presentation this week regarding the City's interest in pursuing
annexations of islands, less than 150 acres in size and completely or substantially
surrounded, before a subcommittee of LAFCo Commissioners and members of the
County Citizens Committee on Annexations. We are looking to utilize a streamlined
approach provided by state law while following our annexation policy for processing
these annexations.
5. The first Fall Festival ended on a high note with many vendors and participants asking
for more similar type events in the future. The haunted maze, active games for young
teens, a fun run/walk, entertainment, and crafts booths made the weekend complete.
6. Recreation and Parks staff was well represented at the 17th Annual Recreation and
Parks Rodeo held in Tulare. Teams and individuals from Bakersfield swept first place in
all categories this year.
7. The Streets Division work schedule for the week of November 5th is enclosed.
8. Responses to Council requests are enclosed, as follows:

Dear Mr_ Tandy
Thank you for your October 23, 2007 letter, which provided us an update on
progress regarding additional public improvements and private development you
plan in the near future in the vicinity of the proposed Courthouse location.
We too are looking forward to delivering the Courthouse project in the City of
Bakersfield as soon as feasibly possible, and are pleased to hear o7'your
progress and sr.pport for the project. An update on our progress to date follows_
Our third party contractor completed the draft of the site suitability/Phase 1
EnvironiT.ental Site Analysis (ESA) in late September. We submitted comments
on the report in mid-October. These comments require further research and
some lirn ted design effort to capture how the site would work functionally for a
court:facility. When our contractor has completed the redraft, we will have a
present.al ion for an on-board review with our client, the US Courts. This
presentaalion will be to ensure that our client understands the work product and is
completely satisfied that it addresses the coml)Iete space program oefore we
send it forward.
Presently, we a.-e in the process of scheduling this presentation. It will likely take
place: in >an Francisco, CA in the second half of November. We will discuss all
findings and an,/ remaining concerns with you after the completion of this
presentation. If there are no further comments or corrections after This
presentation, w,; will be in a position to provide: you a copy of the report. We will
keep, you advised if there are any unforeseen complications, but at this time
would expect to be submitting copy of the report to you by mid-December.

Implementation of Proposition 1 B• Local Street and Road Funds
City of Bakersfield Receives $5,212,159 for Local Transportation Projects
We are pleased to announce that the City of Bakersfield will receive $5,212,159 in bond
money from Proposition 1 B for local transportation projects that the city will put to use
immediately to reduce congestion and improve traffic flow.
Prop 1 B, the Highway Safety, Traffic Reduction, Air Quality and Port Security Act of
2006, passed last November. The bond, part of a $40 billion infrastructure bond
package, provides $19.92 billion for various transportation projects to rebuild California,
and in particular includes $1 billion for California cities to spend on local transportation
priorities. This fiscal year, cities will receive $550 million of these funds.
The City of Bakersfield plans to use these funds on the Allen Road Bridge at Kern River
Project. This project will extend Allen Road from north of the Kern River to south of the
River. This major thoroughfare will be a critical component of the City's transportation
network.
"This project will go a long way to improving quality of life in our city. The sooner we
complete the work, the sooner our residents and visitors can realize the benefits of
these bond funds," said Raul Rojas, Public Works Director.
The local system is a critical component to a seamless statewide transportation system
for the traveling public, whether by vehicle or transit, for commerce or, for farm to
market needs. California cities will put this money to use immediately on traffic
congestion relief, traffic safety, storm damage, preservation, construction and other
projects to improve mobility throughout California.

"By passing the infrastructure bonds last year, the Governor, Legislature and California
voters all recognized the critical importance of addressing our long-term infrastructure
deficit. The League of California Cities advocated this year for the immediate allocation
of funding set-aside in Prop. 1B for cities and counties so that local leaders can put
these funds to work immediately to improve local streets and roads. We commend the
Legislature for enacting this essential legislation," remarked League Executive Director
Chris McKenzie.

Re: City Sewer Connection Policy for Annexed Areas
Dear Mr. Russell:
This letter is being written as a follow-up to your October 24, 2007 inquiry about
sewer hookups.
For those areas that are inhabited and annexed to the City of Bakersfield, there
is no requirement to connect to the City sewer system. If a sewer system were installed
through the use of a Planned Sewer Area ("PSA"), the City pays for the installation and
is reimbursed only when the individual homes are actually connected.
Additionally, in the event of a septic tank failure, no current state or federal laws
require a homeowner to hook up to the sewer.
I trust this answers your questions about the City's policy regarding sewer
connections for inhabited annexed areas. If you have any further questions, please do
not hesitate to contact Marian Shaw, Civil Engineer IV, with the Public Works

SUBJECT: Speeding on Beechwood
Council Referral No. 1828 (Ward 6)
Council Member Sullivan requested staff address speeding issues on Beechwood east of
New Stine and evaluate traffic to determine the feasibility of a four way stop at Beechwood
and Starwood.
Council Member Sullivan's request was referred to the Operations Division/Traffic for proactive
enforcement efforts. Officers have surveyed the area on at least five occasions during the past 30 days
and no violations have been observed. In addition, the SMART Trailer has been utilized in the area to
remind citizens of their speed.
