SUBJECT: General Information 1. We were disappointed to receive notice that SDA's appeal regarding the federal courthouse bid was denied. However, they have filed an appeal of the GSA's decision at another level with the U.S. Governmental Accountability Office. We understand the new protest complaint will take about 100 days to resolve. Officials from the GSA had planned to schedule a community meeting on April 24th but cancelled those plans when the new protest complaint was filed. 2. Two public hearings are scheduled next week to receive comments on the Westside Parkway draft environmental document. The first hearing will be on Wednesday, April 19th from 4:00 to 8:00 p.m. at the Superintendent of Schools Offices at 130017th Street. This meeting is required to meet the National Environmental Policy Act requirements and is being coordinated by CalTrans. The second hearing will take place at the Planning Commission meeting the following evening, Thursday, April 20th at 5:30 to address the California Environmental Quality Act requirements. Later this summer, two subsequent hearings will take place before the Planning Commission and then the City Council to take action on the CEQA portion of the environmental document. A memo from Public Works, along with a copy of the notice regarding the Planning Commission next Thursday, is enclosed. 3. Chief Rector and his staff are to be commended for the diplomacy and restraint they displayed during the Monday protest march and the events of the prior week. Thanks are also extended to the staff in Recreation and Parks, Public Works, Fire, and Information Technology who assisted the Police Department with the event. 4. Preparations for the series of grand opening events for The Park at Riverwalk are well underway. A flyer from Recreation and Parks that includes the schedule of weekend events from Friday, April 28th through Sunday, April 30th is attached. There will be something of interest for all ages. Other upcoming recreational events include an Easter Egg hunt this Saturday, April 15th, at the Martin Luther King, Jr. Center at 10:00 a.m. and the "Sprin�q Splash Carnival" at McMurtrey Aquatic Center on the afternoon Sunday, April 23r . A flyer for the McMurtrey event is attached. 6. The Streets Division work schedule for the week of April 17th is enclosed. 7. This draft environmental document is a combined California Environmental Quality Act (CEQA) / National Environmental Policy Act (NEPA) document, so that complicates a bit the hearing process. The first hearing will be next Wednesday, April 19th, from 4:00 to 8:00 at the Kern County Superintendent of Schools Offices at 1300 17th Street. This initial public hearing is being done as a requirement of Federal Highways Administration (FHWA) for the NEPA portion of the draft document. This public hearing is being set up as an open house type of format, where presentations related to specific items of interest will be spread out around the room such as noise, biological impacts, etc. There will be comment cards for attendees to complete and submit, and a court reporter will also be present should anyone wish to give oral testimony. This type of hearing is evidently the norm for Caltrans and FHWA when they do projects. The second hearing will be the following night, Thursday, April 20th, at 5:30 in the Council Chambers in front of the Planning Commission. This public hearing is to meet the CEQA requirements, and will be the typical Planning Commission public hearing where the public will speak at the podium in front of the City Planning Commission. This hearing is only to receive comments/testimony, and no Planning Commission action will occur. All comments/testimony received will then be addressed in the final environmental document (no matter whether it was received from the Wednesday hearing or Thursday hearing). In accordance with Planning Department/CEQA procedures, approximately 700 notices (copy attached) were mailed out to residents within 300 feet of the alignment notifying them of the Thursday night hearing. There will be two more public hearings later in the summer: the first will be in front of the Planning Commission where the action will be a recommendation to the City Council regarding certification of the CEQA portion of the environmental document. The second and final public hearing will be in front of the City Council where the action will be regarding certification of the CEQA portion of the environmental document. After the NEPA public hearing next Wednesday night, there will be no further hearings regarding the NEPA portion of the environmental document. 0 B A K E R S F I E L D NOTICE OF PUBLIC HEARING AND ENVIRONMENTAL ASSESSMENT/IMPACT REPORT BEFORE THE PLANNING COMMISSION OF THE CITY OF BAKERSFIELD NOTICE IS HEREBY GIVEN that a public hearing will be held to receive comments on the EA/DEIR on April 20, 2006, at 5:30 PM or as soon thereafter as the matter may be heard, before the Planning Commission of the City of Bakersfield, in the Council Chambers of City Hall, located at 1501 Truxtun Avenue, Bakersfield, California 93301. Project Title: Westside Parkway 2. Project Location: The proposed project is located between Heath Road and State Route 99 (SR99) in the City of Bakersfield and unincorporated Kern County. The alignment generally is north of and parallels Stockdale Highway, the Cross Valley Canal and the Kern River. See map on reverse. 3. Project Description: The proposed project is to construct a new east-west freeway extending from Heath Road to a location near SR99, a distance of approximately 8.1 miles in the City of Bakersfield and unincorporated Kern County. The project includes the extension of Mohawk Street south from Rosedale Highway, across the Kern River to Truxtun Avenue. Interchanges are proposed at Allen Road, Calloway Drive, Coffee Road and Mohawk Street. Two options are being considered for the eastern terminus of the project; the Truxtun Option which connects directly into Truxtun Avenue west of SR99 and the Oak Option which connects to Oak Street east of SR99. Sufficient right of way is being acquired for the Westside Parkway to accommodate an ultimate eight-lane facility; however, at this time traffic projections warrant four lanes from Heath Road to Allen Road, six lanes from Allen Road to Coffee Road, eight lanes from Coffee Road to Mohawk Street and six lanes from Mohawk Street to the eastern terminus. Construction of the Westside Parkway is in accordance with an approved Specific Plan Line with minor adjustments. An amendment to the Specific Plan Line adopted previously for the project known as the Kern River Freeway, which this project replaces, will be necessary. 4. On April 7, 2006, Code Enforcement Officer Denton responded to the concern of the abandoned vehicle located behind the church near the Martin Luther King center. Officer Denton stated the vehicle was gone at the time of the investigation.
