Stinson / Rick Kirkwood SPECIAL MEETING OF THE JOINT CITY/COUNTY STANDING COMMITTEE TO COMBAT GANG VIOLENCE November 6, 2008 - 10:00 a.m. Bakersfield City Council Chambers 1501 Truxtun Avenue, Bakersfield, CA 93301 MINUTES ROLL CALL 10:01:25 AM 1. Public Presentations This portion of the meeting is reserved for persons to address the Committee on any matter not on this agenda but under the jurisdiction of the Committee. Committee members may respond briefly to statements made or questions posed. They may ask a question for clarification, make a referral to staff for factual information or request staff to report back to the Committee at a later meeting. Also, the Committee may act to direct the staff to place a matter of business on a future agenda. Please state your name and address for the record before making your presentation. SPEAKERS ARE LIMITED TO TWO MINUTES. THIS ITEM WAS HEARD FOURTH. THERE WERE NO SPEAKERS. 2. Request from Rev. Wesley Crawford to address the Committee regarding the need for a coordinated effort to hold parents responsible for their neglectful and irresponsible acts of parenting of current gang members. NOT HEARD. 3. Committee Member Announcements or Reports COMMITTEE CO-CHAIR RUBIO ANNOUNCED THAT FULL FUNDING WAS RECEIVED FOR THE NEXT YEAR OF PREVENTION, INTERVENTION AND SUPPRESSION PROGRAMS. MAYOR HALL AND SHERIFF YOUNGBLOOD WERE INTRODUCED. 4. Intervention Introduction by Supervisor Michael Rubio 5. Presentations by Local Intervention Efforts • Kern County Probation Department (Early Intervention Program / Repeat Offender Prevention Program) PAT FLORES AND AHMED BAUMER GAVE A PRESENTATION ON THE EARLY INTERVENTION AND REPEAT OFFENDER PREVENTION PROGRAMS. Joint City/County Standing Committee to Combat Gang Violence Minutes— November 6, 2008 Page 2 • Kern County Mental Health Department (Residential Substance Abuse Treatment for Youth) LILY ALVAREZ GAVE THE PRESENTATION. MINDY ELBUM WITH KERN BRIDGES CASA DEL NIIVOS REPORTED ON THE ADOLESCENT RESIDENTIAL TREATMENT PROGRAM AT THE FACILITY. ED MOLINA WITH EBONY COUNSELING CENTER, REPORTED ON SUBSTANCE ABUSE COUNSELING. A PARTICIPANT OF PROGRAM SPOKE OF HIS OWN EXPERIENCE. • Kern County General Services Department (Proposed Incentive Plan for Contractors Employing At-Risk Individuals) MATT PONTES INTRODUCED BOB TYNER OF WESTEC WHO SPOKE ON A COMPANY PROGRAM. 6. Q&A/ Discussion COMMITTEE CO-CHAIR CARSON ENCOURAGED EVERYONE TO ATTEND A COMMUNITY FORUM AT BEALE LIBRARY ON NOVEMBER 15, 2008. COMMITTEE MEMBER MAGGARD ASKED FOR CONTINUED COMMUNITY INPUT. AN UNIDENTIFIED SPEAKER ASKED FOR LAW ENFORCEMENT ASSISTANCE TO ADDRESS CRIME AND TAGGING NEAR BERKSHIRE ELEMENTARY SCHOOL. AN UNIDENTIFIED SPEAKER STATED THE NEED TO WORK CLOSER WITH SCHOOLS. COMMITTEE CO-CHAIR RUBIO STATED THE NEED TO ADDRESS DOMESTIC VIOLENCE. THE 2009 CALENDAR OF COMMITTEE MEETINGS WILL BE DISTRIBUTED BY MAIL AND E-MAIL.
